Implemented PT-Radio for Civil Protection!

A radio channel specific to each protection team active, and those who are interlocked have access to it. Colored differently to differentiate it from standard TAC-3 messages.

Command units/RLs should be able to view this radio alongside it, and mayhaps, the PTL would be highlighted in chat for efficient clarity and communication.

One of the biggest problems we have in civil protection is a lack of communication between units, whether it be due to messages getting ignored that contain vital information or other as it gets absorbed into a massive blue wave reminiscent of a @Tsunami

Let Civil Protection protection teams communicate on /radio with only their specific PT instead of to all units at once. This channel would be created alongside the PT and only be visible to the PT and command units, regular units wouldn't see it unless they're in said PT.

For example, i4.UNION-1 forms PT-1. i2.UNION-2 and i5.UNION-3 join that PT. All three now have access to a radio channel specifically made for them that they can talk in.

i2.HELIX-4 and i3.HELIX-6 form PT-2. They now have access to their specific PT-2 radio and HELIX-4 (the i2) also has access to PT-1's radio because...

Could just allow cops to have actual radios to which they can /SC to for Squad Radios
Would also allow for rebelRP cause they could try to tune into the squad's frequency or whatevers
