The Mad Minister

1652635032868.png

Zealot. Madman. Treasonous snake. Reginald has been called all these things by all manner of people, citizens, Civil Protection and even fellow loyalists have their own opinions on this utterly insane Minister of Propaganda. To many he is simply a lunatic. Someone who hit his head too hard and started to worship the Benefactors out of some form of brain damage. To others he is lying snake, someone who sold out his species for power and money. And to some he is simply a normal loyalist who went overboard in an effort to please his masters.

Reginald is none of those things. He does not praise the Benefactors out of overt insanity. He does not collaborate for money or power. And he is far from a groveling sycophant.

Reginald Brown is a fanatic. An unyielding zealot who would rather die than betray his beloved Benefactors. To him, they are the saviors of humankind. The ones who rescued them from the portal storms and certain doom, the ones who gave Man a fresh start and united the earth under one flag. And they are the ones who will lead humanity to the stars and beyond.

Their methods may be harsh, but who are we to judge the will of the stellar gods?

For their will is absolute

And it shall be done

Biography

Pre-War

Early Life
1976-2001

Reginald Brown was born on the 10th July, 1976 into an old-fashioned family of politicians and writers. Growing up, he was lectured endlessly on the values that a gentleman was meant to uphold, groomed from an early age for eloquence, patience and formality. After graduating from university with a degree in history, the young Reginald would try his hand at being an author but failed miserably. Not one to be so easily deterred, Reginald began work as a writer for the local newspaper, quickly rising to editor. Despite this, the newspaper was only local, and Reginald wanted something more.

It was only natural for him to follow his father's footsteps into politics, possessing great performance and English skills he was a natural at it. He spent hours studying and mimicking the mannerisms of the popular politicians of the day, learning the art of Oratory and understanding the ways of speechcraft. Sociable, eloquent and patient, he could relate to anyone anywhere and was capable of changing from measured, statistical speeches to impassioned calculated rants at the flick of a mental switch. Reginald would join the Conservative Party in 2000, swiftly becoming the party candidate for his constituency and preparing to launch a campaign for election as the general election rolled around. However, on the day his campaign started, the resonance cascade changed the planet forever.

Portal Storm Crisis
2001-2004

Reginald was giving a speech announcing his campaign when a portal storm tore through the sky and hundreds of Xenian creatures poured from the heavens. Fleeing from the town hall as the apocalypse unfolded before his very eyes, Reginald escaped from the ruinous carnage and rushed home, only to find it in ruins, bombed into oblivion by a flight of Mantas who were laying waste to the countryside. Reginald survived through the following years through sheer luck more than anything else. Falling into a deep depression, he took to drinking and became totally apathetic to the world, resigning from the Conservative party and withdrawing from politics as Delmond Blake was swept into Downing street by a landslide electoral victory. A wreck of a man with all his possessions destroyed, Reginald used the largely unspent campaign fund to pay his bills and for his drinks. Living in a cheap rented apartment, he slowly destroyed his bank account at the same rate he was destroying his liver and life. Content to let himself waste away into nothing...

The Seven Hour War
2004

If the fact that Reginald survived the portal storms was lucky, then his survival of the 7 hour war was a miracle. By some fluke chance, Reginald lived through the seven bloodiest, most violent and dangerous hours in human history and came out the other side relatively unscathed. Too apathetic to disobey, Reginald followed every order given to him without a hint of resistance. Toiling away at the ruins of London alongside thousands of others to build what would be known as "City 2." It was during one of these grueling shifts that Reginald's life would change forever. Looking around at his fellow labourers, Reginald noticed they all had the same defeated look in their eyes, any who didn't were quickly shot as a warning to the rest by the newly formed Civil Protection. Every single one of them had been brought down to the shattered low he was in, all of them, from every walk of life now united in misery and equal before the Combine's cold mechanical gaze. Reginald suddenly came to an epiphany in this moment. The Combine's arrival wasn't a curse and the end of days, oh no. Their arrival was the start of a new era, a new dawn for mankind and a new dawn for Reginald. This was a completely fresh start, the old world was dead and the new one was still being built. The Benefactors had given him a second chance in life, and surely that must have meant they wanted to give all of humanity a second chance as well and were doing it all to help us? Right? To Reginald the answer was very simple.

Yes

The Combine

City 2
2004-2010

After construction of City 2 was completed, Reginald was one of the few who were not relocated around the world, but remained in his country of birth. Having never been elected as an MP or even started running as one, Reginald was spared from the Combine's purge of influential people. When in reality this was due to a thoughtless calculation by OCIN, Reginald took this as a further sign of his Benefactors' benevolence and kindness, chalking up all the disappearances, executions and near slavery of his species as a necessary step for them to start off well in their new beginning, so thoughtfully provided by the Benefactors. Reginald returned to his old self little by little, soon the disheveled appearance gave way to a clean, sharp look. The drunken slurred speech became clipped and formal and his complete apathy was replaced by slavish devotion to the Union and the Benefactors. Invalidated from Civil Protection due his family being long dead, Reginald set out to serve his Benefactors by being a role model for his fellow citizens. Loyal, hard-working and obedient.

City 30
2010-2012

It was in City 30 that Reginald learnt a valuable lesson about reservation. During one of his impromptu rants about the glory of the Benefactors in a backstreet bar, his words had the opposite effect on the gaggle of citizens just trying to get by. Unlike in City 2, there was no brutal enforcement of loyalism within the City walls, no Civil Protection crackdowns on mild mutters of discontent so long as they did their shifts and didn't break the law. And that meant people had a far lower tolerance of collaborators, especially the ones who genuinely believed their tirade of propaganda. Reginald had never experienced a true beating at the hands of Civil Protection, there had been the occasional hit or re-education as part of a mass punishment or at the hands of an overzealous or secretly bitter officer, but never anything too serious. In that store he came closer to death than ever before. One punch by a citizen, followed by a realization that there were no scanners around, led to a hundred more. Savagely mauled at the hands of the mob, Reginald was saved only by his request device, which he had activated just as the enraged citizens descended on him. When Civil Protection arrived, Reginald was nearly dead, rushed to a local CMU clinic thanks to a sympathetic Rank Leader, he spent weeks recovering from his brush with death. From that day on, Reginald hid his unrestrained zealotry behind a well-constructed mask made of his formality and seemingly perpetually calm nature, only to be removed for the express purpose of speeches or when among other loyalists. Over time, this turned into a cold fusion of the two. A gentlemanly fanatic.

City 17
2012-2017

City 17 was a welcome change for Reginald, having had enough of City 30's lax measures against everyone he viewed as a traitor, City 17 was a godsend. Not only could he live under Dr Breen, the Benefactors' chosen representative on earth, but the strict rules and harsh Civil Protection garrison were akin to those he had so enjoyed back in City 2. However, Reginald was not suited for industrial work. Whilst he gave it his all he simply was not a very mechanical person and did not excel like he did back in City 2. Despite this, Reginald still enjoyed his time in City 17 immensely. Dr Breen's speeches were inspirational to him, and he began modelling his own tactics off of his, albeit with his own twist. Even though he would have preferred to return to City 2, Reginald was content to remain in City 17, happy to once again see the iron rule of Civil Protection crushing traitors everywhere instead of letting them fester like City 30.

The New Age

City 24
2017-Present

For someone as fanatically loyal as Reginald, City 24 was the dream. The loyalist capital of the world, a glorious and shining testament to the power and might of the Universal Union. Arriving in 2017 as a standard citizen, Reginald soon set to work on climbing the loyalist ladder once more, joining the CWU and putting his City 17 experience to good use. After a few months of hard work, Reginald was promoted to Senior Worker for his efforts, however it soon became dull and boring for the zealous madman.

It was at this point, arriving like a heaven-sent gift from the Benefactors he worshipped, Reginald was offered a job in the then-Bureau of Enlightenment as a presenter. He instantly took it, and soon got to work singing praises of the Benefactors and the Combine for all to hear. Performing speech after speech, even getting his own gameshow, Reginald quickly become a well-known figure in loyalist circles, however, all was not well within the Bureau...

Auro Casto's tenure within the Bureau was a paradoxical one for Reginald. On the one hand, Reginald sympathized with the Futurist cause more than he ever let on, finding their strength and hatred of traitors admirable. On the other hand, they were violent, unpredictable and the single greatest threat to stability in the sector. Sticking mainly neutral throughout the conflict, Reginald nonetheless sided with the Administration after Casto's redshirts caused riot after riot, and after witnessing the man's blatant megalomania.

Following Casto's downfall, Reginald found himself appointed Director of the Bureau of Enlightenment. A position which he was delighted to fill. Under his tenure as Director, the Bureau saw a commercialization of their broadcast services as well as fostering closer ties with business figures. However, Reginald's greatest impact would be a dramatic increase in fanatical rhetoric towards the Combine. Gone where the days of Wright's distraction policies and Casto's politically charged publications, only pure devotion to the Combine remained.

Now, Reginald finds himself a Minister in Heartwick's cabinet. With a lunatic economist and a depressed scientist as his cohorts, Reginald strives onward to try and enact his beloved Benefactors' will, no matter who or what stands in the way.

For that is their will

And it shall be done

RELATIONS
Admires | Respects | Likes | Neutral | Dislikes | Hates | Deceased

Combine Civil Administration: The fate of this City is in our hands. We five are the masters over thousands, it is a terrible and glorious burden for us to bear. And bear it we shall, together.

Civil Protection: We've had our ups and downs, I cannot lie. We've been the best of friends and the worst of enemies, sometimes both at the same time. For now at least, I would say it is mostly positive, there are a few officers who are a disgrace but their numbers dwindle by the day. And now I get to command you lot as well! We're going to have so much fun...

Ministry of Enlightenment: A Ministry! We're actually a Ministry! Oh, the possibilities are endless now! We will show everyone the light of our Benefactors, one way or another.

Civil Workers Union: My old employers. Decent pay, good labour for our Benefactors. And some utter scum of the earth. A mixed bag to be sure, and one with many issues. But there are a lot of very good people there and they far outnumber the odd bag egg. Jolly good show from you all!

Futurists: With the flick of a pen your legacy was blasted into dust, a fitting end.

Overwatch Transhuman Arm: I have nothing but respect and admiration for you pure paragons of our Benefactors might.

The Resistance: Rebels, outcasts and other vermin. You are filth, lower than filth! I would rather dine with rats than with you disgusting gutter slime. We will crush you, we will make you suffer for your treachery. We will prevail.

Vortigaunts: Why the devil some people don't like you I will never understand. Well, I sort of can, given you helped those Xenian savages in their invasion at first. But now you have been civilized by our Benefactors and brought into society. So long as you are loyal to our Benefactors who have given us all this grand chance at redemption you are just as good as a human in my eyes. Hopefully more of my kind will realize that the only thing that matters is loyalty, nothing else.

Underclass: Gutter slime, we ought to firebomb the slums into oblivion with you disgusting lot in it.

Citizens: Commoners, your average peon and plebian, mindlessly shuffling through life like sheep. Some among you have a spark of greatness and I look forward to the day when you rise above the rabble. For the rest? You are simply peasants.

Conformists: Tiers 1-3 are... Acceptable in my mind. You aren't truly commoners but you can hardly be called loyalists either. No, you sit in a middle bracket, one where your true allegiances will be exposed.

Loyalists: Tiers 4-5, the true citizens in this wonderful City. You have proven your dedication to our Benefactors and have shown that you are worthy of being a citizen of the great Combine Empire. I salute you all.

Civil Elite: The elite, the crème de la crème, my equals... I have little to say other than that we are our Benefactors chosen, and shall ascend to glory with them when the common rabble labor below for our deserved place in the stars.

Guard of National Consciousness: A legacy of nothing, that's all that's left. A shame, you could have been great.

Civil Medical Union: Oh the CMU, never before have I seen an organization of your status be so disgraceful. You nearly let my friend die and had the audacity to act like it wasn't your fault. Unbelievable, executing your Director was the highlight of the year.

Breenites: You disgust me. You sully the good name of Dr Breen, a hero for us all, by turning him into the object of your grotesque delusions! You've tricked innocent citizens into mass ritual suicide, tried to rip our city apart, and are now trying to make a comeback. I will not allow this. Your heresy shall end here, for good.

Wilburt O'Hair: One of my first Trivia Duels contestants and one of my best at that. A good businessman as well. An all around fine fellow and a good friend, yes a good friend indeed.

Howard Wright: I hope you enjoy your retirement Mr Wright, you were a great director and the most honest man in the City. I'll make sure Trivia Duels flourishes with our reforms, your legacy will not be forgotten.

Auro Casto: So long madman, you will not be missed.

William Osborne: Farewell old boy, a shame how it all turned out in the end.

KING-0: I am forever grateful for the harsh yet vital lesson you taught me. One must never let hubris get in the way of our Benefactor's will, thank you for that pivotal reminder.

Alex Smith: One of O'Hairs numerous employees, you were sitting on a bench high on God knows how many drugs when I saw you last. How you feel it is acceptable to take those disgusting things at work is utterly beyond me. Poor form, very poor form.

Jessica Spinster: Another one of the old guard gone, at this rate I'll be the only one left! Oh dear god its just me and Gauthier now... Regardless, I hope you too enjoy your retirement, even if I still find your sudden promotion by Mr Wright a bit... Dubious.

Edward Perez: You are the reason I got into Tele-programming Edward, I still have the loyalist pin you gave me and wear it proudly. Haven't seen much of you recently though, hope you are doing alright.

Jack Knight: A Director of the C.W.U... Not bad my friend, not bad at all.

Benjamin Orwell Benedict: I remember when we first met about that whole Nigerian Prince scandal, strange how a shouting match became a measured debate on Loyalism. But anyhow I'm glad it did, that was a very good debate.

Bernard Mulligan: My opinions on you have changed quite a lot since we first met. At first you were a madman, then you were a cunning yet self-interested careerist. Now you are a man whom I fully respect and am proud to work with.

Laurentius Heartwick: A good man, a good CA and a good servant of our Benefactors, and one who recognises their divine nature no less. Truly a worthy Administrator for us all to follow.

Haruto Ito: My right hand man and Operations Overseer. You've gone a long way since being a presenter in Tele-Programming, and I suspect you'll go further still. And Chairman of the L.A as well as owning Kaji? You have a bright future ahead of you my friend, a bright one indeed.

Overseer Klim Stasiuk: When I first met you you stormed into my department's offices, arrested my superior and co-worker and shut us down for a week. Now I see why that was necessary. The weight of the security of this city is on your shoulders and I can understand no chances can be taken, plus you do seem like an good enough fellow once you loosen up a bit.

Michael Hoxworth: One of my closest friends and a true loyalist, I remember when you first approached my as a Tier 3, trying to get into the collaborators party. Now look at you. You've slipped up a few times, i17 comes to mind, but you always seem able to bounce back regardless. I salute you for your dedication to Our Benefactors and their righteous cause, you're a good man and a good friend.

Kai Hüşeynov: An excellent secretary and a good multitasker, being the secretary for both the M.O.E and L.A. A nice woman as well, I heard that you wanted to join Tele-Programming as well, I look forwards to the interview then! Still can't say your bloody last name correctly though...

Bernard von Steiner: One of our best Tier 5s and a staple of the business community no less! Whilst I've not met you in person very often, each time has been most pleasant and your store continues to go above and beyond in honoring our Benefactors. Keep it up!

Ian Darwin: A good presenter and a good man, do enjoy your break and I look forwards to seeing you back in action! I did hear about that HHM thing you set up in i17... Quite odd in my opinion but each to their own.

Julia Jazmin: Traitor! Underclass-loving rat! Lying serpent! You are a stain on the Collaborator's party and deserve to be shot like your predecessor! I will gladly give the sentence like last time, I hope this leads to a full-scale investigation of your corrupt Medical Union. May you be cast back into the slums you love so much, see how kind your beloved insurgents are to you then...

Var Ras: Var, you are one of my closest friends and the vanguard of the Vortigaunt race. You have proven beyond doubt that Vortigaunts can be saved and that one day they can become equal citizens with humans under our Benefactors' benevolent rule. One day...

Ilya Zima: A good scientist and good Minister of Progress. I hope you remember what I told you after our first meeting with the SA, stay strong and don't give into despair. The future is bright for us all, our Benefactors shall make it so.

Arthur Roosevelt: One of our newest Tier 4s and the manufacturer of my cane, a pleasant enough chap, if a little concerningly careerist when I met him. However, it seems my metaphorical "Slap on the wrist" worked, and you got into the Party by your own merit. Well done! I will watch your progress with great interest.
