Name of Legislation: Relocation Camp for Recyclable Labor Program (RCRLP)
Text of the Legislation:
Relocation Camp for Recyclable Labor Program (RCRLP)
Permits the creation of a workforce relocation settlement that will be fortified by Overwatch forces, wherein citizens that would be otherwise given a relocation verdict, can be sent here for labor conscription.
It is with great hope for our Union, that I provide this legislation to your tables today. What is it that we do with miscreants that are re-located for their crimes, truly? For what they offer, they are often sent off to somewhere for a week or more where they are taught that their previous crimes or collaboration with fringe elements is an assault on Humanity and its development.
I ask that we establish a conscripted work force, that we can use to harvest minerals, recycle derelict buildings and vehicles, and therefore procure more raw materials for efforts in sustaining City Two in its efforts to fight against the resistance.
How often do you see old cars in the streets that have yet to be moved or scrapped, and old abandoned buildings that only support squatting in your communities? We must utilize our resources that have been left behind after the saving of Humanity, to further our progress.
This force requires a 'headquarters' of sort, where all those who would otherwise receive a terminal verdict (Restrictions given to extremely violent anti-citizens, why would they work?) to be relocated to where they will be housed, clothed, and fed, for the work that they put out. It can be placed anywhere within our Sector, likely centralized to move the workers around to their labor locations accordingly. We can even establish a single one per city, if it is seen as successful. When they arrive they will be given tools necessary to deconstruct or break-down items of a commanding officers choosing, while under the supervision of a security force.
This can be used as a permanent relocation, or even temporary. It will teach those who volunteer or are conscripted true loyalty in cleaning up the streets of our society, while being given a fair wage and enough food to survive on!
Citizens that have gained a verdict of relocation at a smaller degree for non violent crimes shall be transferred to a labor force settlement.
Their labor will be used to clear streets of trash, recyclables, vehicles, and old ruined buildings.
This settlement requires a central position within our sector, or one per each city.
A small Overwatch force will be required to establish security and prevent detachment.
Materials and scrap will be loaded onto nearby trains for movement to a foundry where they will be sorted and melted down.
These raw materials will be used to create things seen as necessary to the fight of City Two, or other less than stable sectors.
For their assistance in cleaning our planet, they will be rewarded re-establishment of their citizenship after exemplary service.

Additional Notes: Adjutant Nazari here. The Militarization Order No. 1 had a few holes in regards to the recruitment of citizens which could not be recruited into the forces to be deployed into City 2 (innapproprate height, weight or being a biotic). So, as a alternative the CCA had agreed to pass this act on the basis that we will be able to use all possible resources available into the efforts of trying to save City 2.
A HQ for RLP operations will be setup somewhere in the sector for the intended purpose of reclamation operations in Sector 10 (preferably in a former prison). This will be a permanent operation and continue even after the reclamation of City 2 has been completed (if that is all possible). All Citizens and Biotics with a terminal verdict (red) will be sent here rather then amputated to do hard labor until they -REDACTED- or they have been tortured to the point of complete passivity. Of course Militarization Order No. 1 is still considered of a higher priority so citizens that are of adequate height, strength and agility will be forced into the conscript arm instead (in local conscription centers).
We will see how this goes. Hopefully that prison will not burn to the ground so we have to return to amputation protocols.

At the moment I request that all this act will likely do is change some CP protocol. All crimes considered at a "red" level or anti-citizen status will now result in reassignment to this relocation camp somewhere in Sector 10 in where all they will do hard labor (this will result in a charban rather then a pk) for a long period of time (unless they are conscripted while Militarization Order No. 1 is still active). They can then either make a character authorization to have their character be returned after a time or wait until the inevitable prison event that we will likely be having in this facility in the future.
"Black" level crimes will still result in Amputation and a PK.
