Implemented Relocation Coupons

Hi, short one this time, relocation coupons.

They still exist in the server, as an item you can get from trash bags, and I know there used to be a recipe to break them down to provide plastic, but for whatever reason that recipe no longer exists, I therefore suggest either of the following:

Remove relocation coupons from the trash bag loot table
Re-add the breakdown option for them

Currently they serve no purpose, people often leave them laying on the streets instead of placing them in dumpsters, leading to increased edict counts, as well as being ugly.

An addition to this, there's another trash script that can't be broken down
This particular kind of bottle can't be broken down, "empty bottle" with the vodka bottle model, similar resolution to the above, either remove it from the table, or give it a break-down option please

Relocation coupons are no longer part of the code (I haven't seen them since we left i24).
