THE NON-ASSOCIATION SANCTION
The Non-Association Sanction, put forth by Councilor Watima Nakata of the Civil Workers Party, aims to ensure accountability among Collaborators operating within the Party Structure, particularly those who are unaffiliated with officially recognized binders. This piece of legislation is designed to incentivize alignment with Party Standards, and to promote Organizational Cohesion. The sanctioning of non-binder affiliates within the Party Structure aims to discourage passive collaboration outside the Sanctioned Apparat. In collaboration, the Secretariat shall be tasked with enforcing these Sanctions, following the THREE-MARK SYSTEM, which shall be explained below.

§ 1. Definitions
(1) Non-Binder Affiliates:
Individuals operating within the Party Structure without formal alignment to any officially recognized Binder.

(2) Recognized Binders:
Officially sanctioned organized political units.

(3) Three-Mark System:
A tiered enforcement structure consisting of warnings, financial penalties, and a final suspension.

§ 2. Article I
Provision 2.1 Objectives of the Sanction

(1) To incentivize alignment with recognized binders within the Party Structure.

(2) To ensure equitable contributions from unaffiliated collaborators.

(3) To promote Organizational Cohesion and discourage unsanctioned collaboration.

Provision 2.2
(1) The Secretariat is granted full authority to oversee compliance and issue marks under this sanction.

(2) The provisions apply to all Collaborators operating within the Party Structure at any level.

§ 3. Article II
The Three-Mark System
Provision 3.1 Mark Allocation

(1) A First Mark constitutes an official warning for said unaligned Collaborator.

(2) A Second Mark imposes a financial penalty proportional to the affiliate’s scope of activity, dictated by the investigating Secretarial agent.

(3) A Third Mark results in suspension of privileges from the Collaborator Party as a risk to Social Cohesion.

Provision 3.2 Enforcement by the Secretariat
(1) The Secretariat shall investigate non-compliance within the area of Collaboration Sanctions.

(2) Appeals against marks can be filed within 2 days of issuance.

(3) Aligned Collaborators are exempt from this sanction and henceforth cannot be investigated under this provision.

§ 4. Article III
Financial Contributions
Provision 4.1 Non-Binder Contribution Fees

(1) Non-binder affiliates shall be subject to a flat charge of 30 credits each day they do not associate with a Binder within the Party Structure.

(2) Additional surcharges may apply for prolonged affiliation at the discretion of the Secretariat investigating agent.

(3) All earnings will contribute to the City's budget, ensuring there is no foul intend at play.

§ 5. Penalties
(1) Non-payment of contributions within 14 days will result in immediate suspension from Party activities, or may be outright subject to permanent expulsion.

(2) The Secretariat reserves the right to impose further sanctions for fraudulent declarations.

§ 6. Effective Date
This local law shall take effect immediately upon enactment.
