Currently, the Communion feature is severely underutilized, if not neglected entirely, due to being bound to the CCA whitelist & PDA. Because of how restricted it is, a lot of the requests people send through it go ignored, and without any notice informing users of its disuse, people continue to use Communion with the false impression that their rewards, requests, or attempted correspondence will actually bear fruit, something supported by the Loyalist handbook.
In the interest of revitalizing this long-dormant feature, the threshold for accessing Communion should be lowered to allow non-whitelist individuals to access, observe, and reply to its contents to help facilitate usage of this feature among the middle and lower echelons of the Combine Civil Administration factions who will be more than capable and resource-savvy to meet the demands and requests of its users, like providing an actual means for people to reward the requesting individual their due loyalist reward.
Increasing accessibility should help resolve most of these going ignored, as more proactive members of the Combine Civil Administration can take charge of responding to these requests.
If possible, broadening accessibility based on someone's tier or CID and changing it to the regular PDA should help alleviate the issue and allow individuals such as CWU management, SeCon leads, and Tier-6s to respond promptly.
