"I always told everyone that I would stay behind if it meant that someone else got a chance to escape, I meant it when I said it, but when it came down to it I was too much of a coward to hold true to my word. I kept making excuses up, reasons why I should get out instead of others, the reason doesn't matter, I was selfish regardless. In the moment where I chose to escape I thought my life had more value than others, I look back on that in disgust. I presented myself as a selfless person but when it came down to it I was too much of a coward to do what I said I would.
Things were no different back when I was leading the CWU, back when the malignancy was still small, I sent innocent people to die fighting the malignancy only for their deaths to be in vain, I will never be able to live any of this down.
I survived the impossible and couldn't be more disgusted with myself."

"It's been years since City 21 fell, the Xenian Malignancy Zone has been neutralized, no doubt due to Hex's efforts. I haven't had any contact with anyone else from City 21 since I left, I don't even know if any of them made it out, my datafile access has been stripped now that I'm no longer a minister, so I can't even check. I hope they made it out alright.
I keep looking back on the things I could have done differently, back then, I really thought we could hold off the infestation, but my optimistic attitude only ended up getting good men killed holding off the inevitable. If I had just tried evacuating everyone sooner, more people would have gotten out, and the survivors might not have interfered with Project VENUS.
I wanted the best outcome possible for everyone, but I achieved the exact opposite.
Relations:
2018
Hex Sanchez - They called me the redeemed one, that title should go to him instead, I am not worthy of it, he is the one that truly redeemed himself. If I had known he was working towards saving the city, I wish I would have just told my men to hold out in that church, perhaps overwatch would have not attacked us and he could have continued his project, now all I can hope is that the knowledge he has can be used to rebuild the project somewhere else.
Defender-2 - One of the men most dedicated to protecting me and I left him behind, I heard he made it out on the helicopter Hex called in, I won't be able to speak to him after what I have done, I let him down. I hope he finds peace wherever he ends up next, he has done more than enough to earn a rest.
Lance Shaw - Like D-2 he had faith in me, and I took him for granted, he protected me with his life, and I treated him like everyone else, I wasn't worthy of him or D-2. People like him are a rare sight now, the world needs more people like him, and fewer people like me. I pray that he gets the life he is looking for, I hope Hex is able to get him a promotion or something similar, perhaps a relocation to somewhere better.

Jenifer Maesroe - She seems to be an idealist, much like I was. Strangely, she is in charge of a research group of dubious ethics, I suspect her career will come into conflict with her morals sooner or later. She will inevitably be given the same choices I had, I hope she succeeds where I failed.
Russell Makarov - A researcher in the MoP, I don't know much about him, but he seems to have been involved in some rather strange projects in the past. I wonder if he knows anything about VENUS.
Mateo Del'Vario - One of the few researchers in the MoP I see as competent. He took the initiative to join Project Spillway before anyone else did, and he attended a dangerous expedition alongside Russell and myself. If only he had been there to help with VENUS, perhaps the project could have been finished in time to save the city.
The Captain - Bad things are happening in the city and he is one of the few people to take these problems seriously. As far as I can see, his actions so far have shown that he cares about what happens to his men and the rest of the people in the city, even if he might try hiding that fact. My fear is that the problems he is up against are too big for the Civil Protection alone.
?????? - A snake no different from the politicians I had to deal with back when I was still in the administration. Instead of doing anything himself, he swooped in at the last second to leech from the people who had rightfully earned it. The thing about politics is that someone below you will always be gunning for *your job*.
