Richard O’Brien was born into a protestant family in Belfast during the times of The Troubles. His childhood was shaped by the conflict and the Unionist views of his father; whom often fell ill to drinking and beat his son. But even if the love of his father was diminishing, the love he held for his mother was ever strong.

During the late 1970s, Richard became part of the Troubles when he enrolled in the Ulster Volunteer Force; an engagement not only which came to fruition due to his father, but also a desire and an enjoyment of violence and adrenaline.

A staunch Unionist and anti-communist, Richard O’Brien would be approached by a contact from the British Secret Service MI5 - with whom he’d begin an intricate collaboration with. Through the UFV, O’Brien would extract information with the usage of enhanced techniques not sanctioned by the state; which made him a valuable asset in extracting information from captured IRA operatives.

Unofficially, O’Brien was tutored and educated by the MI5 during the Thatcher-cabinet. The knowledge he’d gathered would become a great asset to his operations in Belfast; contributing to an even more violent-method that the Ulster-man would use to root out republican sympathies and hiding IRA-cells.

His life would however, take a complete turn following the Seven Hour War and the Combine Invasion. Always the opportunist, he’d begin to collaborate with the occupants. Why did it matter? His loyalty had only swayed from one crown to another. Climbing the ranks of the inner bureaucracy, O’Brien would ultimately make a name for himself as a man who knows how to get things done, without being afraid to use violence.

His loyalty would ultimately pay off; in 2014; his career sky-rocketed upon his appointment as City Administrator of Warsaw, or City 14. The Ulster man would bring about change to the City by enacting a variety of reforms to garner the support of the population, whilst brutally cracking down upon political opponents within his very own walls. Ultimately, O’Briens efforts to centralize authority to himself would ultimately succeed - although to a high price.

The suicide of his wife, which was reported as a “death caused by disease” by the Ministry of Enlightenment, would spin his sanity into an insane world of paranoia. Instantly, O’Brien would become known as a brutal “strongman” - enacting harsh religious reprisals upon the catholic population, whom he believed to be parasites still lingering in the old world values.

He had seen the disloyalty of the Catholics in Ireland; it would only be fitting for him to be the one to bring about order and stability. In order to root out informal dissent, O’Brien would form the Department of Inner Affairs, a secretive branch of the Civil Protection - with himself as the head of the bureau. With a network of loyalists and agents acting as spies; a systematic repression to enact fear and dread.

It wouldn’t be until late 2017 that O’Brien would be forced from office, as his methods had proven too extreme and violent. His successor would be Ludwik Zielinski, a much more moderate overseer than O’Brien had ever been. Zielinski would go on to become known as the “Architect” of City 14. O’Brien however, would be sent to City 24 before eventually landing in District 9 of City 24 in June 2018. Since then, he has embedded himself with the local authorities, hoping to achieve his ambition of ascending to absolute power in this new world of chaos.
