Eventually, one unit spread the word to others within the Civil Protection, and it all started with one letter adressed to certain Unit within the force of City 24. But the unit in question is long away in other Jurisdiction.
"Finally found some time to write some thoughts to share with you. Like I promised, I have send you the sign that I'm alive and managed to settle in for good on the border with the rest. Sorry that I couldn't have explained everything and shared my piece of mind earlier, Pierre, but my life, just like the lifes of other, non-corrupt and loyal VICTORs were at stake.
If I only knew sooner that everything would turn into one big cesspit, that was impossible to clean in the name of Our Benefactors - I would've already took my leave for good, maybe returned back to City Two, where I began my new life or City Seventeen, where I matured and became the person I am right now. Oh well, history doesn't like subjunctive mood, like we say in Russia. And I thought the polical life couldn't have been worse after the whole political dramas going around the City Two with the parlament, how loyalists were trying to bite into each other's necks for the drop of power, like some zombie vampires from the other space.
I always told my friends, pals and colleagues, that touching politics will not bring anything good, although one can argue that soldier is always a political weapon, tasked to bring the ideas of some country to masses in a radical way. But you tend to forget it once you hear bullets whiz above you, when blood is spilt and the people you once knew die, heroically, later to be pronounced as heroes, giving the peaceful skies. I was always fighting, ever since I was conscripted back in Kaliningrad, not for the ideas of some dirty politicans, but for the idea of peace in the sky, for the brighter future. And I thought I was going to do that once the Universal Union appeared in the horizon and proposed all of us the true way, the way of Unification, something that Our Benefactors always wanted us, soldiers who lend their lifes, to uphold and promote. But once again I am met with the true human nature, which still surprises many loyal soldiers out there - it's all just the fight for power.
City Two was the start of my new journey, where I was the grunt of the above average skill, mostly steering clear from the City Administration deals while learning the ropes of the policing, caring only for the orders given by Rank Leaders and Officers. And I'm telling you - policing is not the same as doing the soldier duty. But one thing was common - the demand for order and discipline. And we tried to command the same from other Citizens, including Arthur. Another good thing that Our Benefactors have managed to achieve - unify people of different ethnicities and nationalities into one big melting pot. But, funnily enough, it was odd to see less comrades or Russian speakers in those parts. Arthur showed his cunningness and, despite his origin, the close slavic soul. I knew from day one he was my comrade, just like many other VICEROYs out there.
I saw death, I saw it taking many friends, comrades. And it always felt like running knife over the exposed skin, making you lose blood, but unlike what Arthur say about surgeries, about the wonders of medicine, you can't revive those, who are long dead by bullets, by people or by decisions of the hungry politicans. It is routine, but at the same time with each death a bit of my soul is taken, especially when those people are dear to you. I'm not sure if I have managed to let Marquize go - I never told about my late wife, didn't I? - I guess it was my turning point to become the leader. Clear sky is worth the loss that I had to inflict on myself. She wanted to destroy it, and I couldn't have let her do it, no matter how strong my attachment was to her.
After that important step, I ended up in City Seventeen, going through the courses of the Officer, learning the ways of management, tactics and strategy - something I taught you, Pierre directly, so consider yourself lucky you didn't have to spend month of. Finally, I had to go through that test of my officer skills - the Distric Forty Seven. Young and fresh Leaders meeting at the hall, at the firing range, designating their first squads, creating QUICK, VICTOR, SHIELD and UNION. Meeting the new officers, new people, being tasked to deal with the mess created by someone else and trying to reestablish the District. That's where I knew that something big is going to be created, a bond of comrades out there that will stay shoulder to shoulder till the end. And here we are - Milton, you, the current HELIX-0 and some folk that didn't make it to City Twenty Four... It was the start of the ride for us all and I couldn't have allowed myself to lose any of you. With each biosignal loss at District Forty Seven, which each VICTOR falling, it was the fall of the hero, not of a lapdog.

We were destined to do great things and I was destined to make sure things went right as much as possible, despite the cruel world of clockwork, where we are just the spare cogs in the system.
Then District fell despite the efforts, despite the gear. But for our efforts we were rewarded with the luxurity of City Twenty Four, where even on the first day we stumbled upon the resistance cell, if you remember. Even when everyone were just getting aquainted with the area, we were doing our best - protecting the Citizens and making sure we spread the word of Our Benefactors. That's when I was given the order for the relocation to the City Twenty Four Fringes, especially close to the DX-509. I had to go through the paperwork, through the bureaucracy and actually leave the squad for some time. I had to step down, I wanted things to go well without me, making sure people don't get angry with the stagnation while I was dealing with the bigger issues. Maybe it was my mistake actually now that I think of it. At least I could've had prevented the worst mistake that happened past week.
I'm still happy with the fact that you grew up this big. I'm, like father, saw many of my children grow up and making me, Our Benefactors proud. That's why I insisted to call me 'Batyka', as it in Russian it means father, with the grain of respect. The simple man, but just.

I started feeling something off when the previous Officers had to be relocated, to other Cities, rather than send to the dangerous areas, like DX-509. More iffy things went when I learned that one of our previous VICTORs has grown to be the HELIX rank leader, holding the grunge just because I had to do some management and move the forces a bit. And the tension was growing ever since he had the stern talk about the medication that he issued. Worse I felt when Nell died, when I was away when she was needing us. I still can't forgive myself for that leniancy. And the final accord was that once I got to the pit, seeing two Rank Leaders, including ... the 'False Shephard', as I like to call him, just throwing the bodies of the fellow units. I was stunned, I was devestated seeing that the VICTOR-0, the man that they were to be following, has thrown the units like some sack of potatos into the pit and then telling me of the supposed charge, without commencing the proper investigation, without rounding everyone in the squad up to bring this question up. No, they just decided to throw Arthur and Milton, beliving immediately that one was doing the Conspiracy and the other assaulted the officer. Dealing with them as if they were criminals, lying to me about the investigation.
I had this cocktail of emotions, but because of the situation, because of the state that I was - "no longer a king" - I knew that they will soon try to find something to pin against me or Holly - the new Six, the poor French girl that doesn't know the horrors she has asigned herself to. They killed OUR PEOPLE, like some ANIMALS. OUR OWN MEN doing these monstrosity while everywhere else we have to walk with the blackmark or having a stern conversation with the re-education. They were not given any chances and I knew for sure something up, especially after you telling me that Milton indeed had some fight with HELIX-7, that he only told it to you and to HELIX-0. I don't reckon you have ordered it all, considering that you were always for the logical decision and gathering the facts, just like how you dealt with the gang of pipe-gunners in District Forty Seven.
I knew what I had to do - otherwise I would've done something that I would feel the regret about. That's why I asked you to transfer me to the border ASAP, along with Six and Two, despite his objection. I know for sure we would've been the next targets of those guys as I fear something much bigger is going on. Maybe it's connected with Casto, maybe connected to that previous Rank Leader semi-coup against the Administration. Hell if I know. One thing is certain - they decided we played our moves and they just wanted to get rid of the strongest pieces off the board in the name of their own ideologies. Or maybe it's HELIX-0 trying to act his vendetta against me, by abusing power, by trying to ruin the squad, brining bad name on me, physically destorying my units because of the management movement back in District Forty Seven or because I kept telling off his units for their mistakes, trying to bring the discipline into the ranks, something that late STICK-703 tried to bring.
In any case, Pierre, for your own safety, I believe it is better for you to make your own move and join me, or go on your own way. VICTOR is now lead by the False Shephard, trying to turn the best into the worst. You deserve better. We all deserve better.

Holly says "hi" to you, Two is still being reserved but yet still also said hi. I hope you will make the right choice. It is up to you to spread the word among the rest of VICTORs as well as other units, but we both know it is dangerous, espeically nowadays. And remember what I told you - V for VICTORY, V for VICTOR.
