Dependencies do apply on deaths; accounted by NPCs that aren't affiliated with events, server storyline or player involvement - they'll be NLR.

Hope this answers your question. Sometimes people are generous and offer a refund of lost items but most of the time you'll have to be very careful treading on the bear that is the infested sewers.
