As stated many times before in previous conversations there are 2 ways of creating a business. Official and Unofficial businesses operate differently. Official businesses are made by a Citizen coming to CA ICly and applying and once you get permission for it, you go ahead and choose your spot, setup and begin whatever the hell you wish to do. Official businesses, even if this may sound like a contradiction to something I said prior about CA not being able to tell CPs exactly what to do nor punish them will still do their best to protect these official businesses from Union abuse, keeping them safe from random units trying to stir up trouble in them etc and will be treated fairly as once a Citizen has that permission for their business, they are seen as citizens who are on the Unions side by the Civil Administration and maybe even Civil Protection.
Then there are Unofficial businesses which well, have none of that protection. They can freely be screwed over by the CPs or CA freely as well you are not a Union approved business in any sense and since you lack permission to setup, well CPs may suspect you of anti-civil activity and whatnot, Unofficial businesses also risk being shutdown easily by the CA. Official businesses will not really suffer these issues so they have their freedom to do as they please unless the Director of production or Internal affairs finds something which is against Union regulation.
Now to finish this off and fully address your point @Dark Gamer . Generally, when it comes to official businesses, while you may be under their control in the sense they can investigate you and shut you down if needed or CPs can come in and question you possibly, it should be quite rare and on top of that, the Civil Administration or well Union as a whole want to give off the impression to the citizens that they are free, that the combine is really just protecting them and still letting them have the freedom they once had before by making sure anything that may give off that impression of Union controlling everything is thrown out and hidden away from public view. The Combine or CA, in this case, want to trick citizens and business owners that they are free and have full control over their business even when they really don't as the threat of being shutdown if they mess up is still there.
Basically, they are still bound to the Combine, just not in a way which is made public. Civil Administration is all about its propaganda section and tricking the populace into believing every single bit of the Combines words, so there will be no Official Union system in place similar or like the CWU in any sense to unite businesses under for the sake of giving that impression to businesses that they are free, without publicly knowing that actually the Combine can come along and shut them down if seen necessary. You will only generally see this happen with Unofficial businesses though, official ones are pretty much safe from CA/CP interference or control until they get investigated and mess up big time to warrant the CPs knocking at their door.
Even though I said I will try not to make a wall of text when I started writing... it seems I have gone and done just that anyway, but that is my last reply on the matter as well, this has been in place for a while. It was stated in the beginning even back in TC that the goal of the community or one of its goals is player-made factions/businesses, including but not limited to medical and production-theme ones which are still under the supervision of Civil Administration to which said businesses/factions are approved ICly by Civil Administration. This whole business setup links into that. It also links into the goal of Civil Administration and its sub-faction of the Bureau of Enlightenment which is to trick citizens into thinking the Combine is good, giving citizens protection and freedom, etc.
