The Salvation Committee, under the leadership of Chairman Mallory L. Bloke, established by the revered Consul Hank Beauregard, operates under emergency powers due to the dire circumstances confronting Industrial-24. The Committee's primary objective is to manage and mitigate the challenges facing the region.

In midst of an increasingly volatile infestation and a total blackout in Industrial Twenty Four, there came the need for more bodies. The Civil Protection had been given too much on their plate, unable to tackle all of the newly arisen threats. Thus, the District Watch was formed by the Salvation Committee, in an effort to combat both the progenies of the infestation and the disorder its caused.
The Watch will stop at nothing to achieve its goal, no matter the cost. Due to its status as a petty militia, orders given from the Salvation Committee, Civil Administration and Civil Protection are irrefutable and must be followed to a T.
ENACTMENT OF A MASK MANDATE  |
The Salvation Committee mandates the wearing of protective face-masks due to the airborne nature of the infection in Industrial Twenty Four. Failure to comply is deemed a threat to public safety and treated as an act of terrorism against the Combine & the greater benefactoral-machine. Punitive measures will be enforced for non-compliance to ensure the containment of the contagion and protect citizens' health.
RATION PENALTY MANDATE  |
Rations cut indefinitely to save food and penalize for negligence. CWU provides minimalistic protein bars as rewards. Credit coupons discontinued in a ration. CWU/DW may distribute food occasionally, guarded by District Watch. Collaborator's prioritized in distributions and work cycles if shortages occur, followed by the DW.
