scanners should be able to scream at civs and CPs
they wouldn't replace anything, but would be used as a voice for scanners to give basic instructions. Anything else would be done over radio, using the normal hl2 dispbitch

I strongly agree with this! And if not giving them extra voice lines, I think that Dispatch should at least have the ability to shout basic commands to civilians who are doing something they're not supposed to (like telling them not to speak with Biotics).

We do not believe Microsoft Sam would fit in the server without generally ruining the atmosphere, seeing how it doesn't fit at all in terms of our standards and the quality of other voicelines. I also heard that scanners cannot speak on their own anyway in our lore, so there's that as well.
