The Third Iteration of Settlements is here! This edition plans to keep things simple, by removing more game-y elements in past Settlement editions and instead focussing on a purely roleplay and story-focussed.

What is a Settlement?
The definition of Settlement is, in this edition, kept vague. In general, it is a central base of operations on the world map for any group on the server that is used for any off-server operations (Yes! Any group! Not just rebels!). From an abandoned building your group shelters out in every so often kitted with some basic living equipment, to an underground hideout with hundreds of non-character rebels, to a Combine Outpost CPs from the city frequently get stationed to or a radio operating station for the CCDE, anything is possible!

When devising a settlement, the Creative Team member managing it will be focussed on devising a story to follow alongside it. The purpose of the new settlement system is to focus on this story and where it may lead your characters. These stories can be extremely varied, told over a long period of time and should oftentimes become deeply personal to your character and their arc. A good settlement will develop the characters involved and create a meaningful story for them.

Who runs Settlements?
Instead of Settlements all being ran by a singular Settlement Manager, they will, instead, each be ran by an individual member of Creative Team referred to as a Settlement Host. A Settlement Host has full control over the Settlement they individually manage, meaning they are free to do literally whatever they like aside from a barebones set of restrictions that essentially come down to quality control and balance. Essentially, as long as they are creating a good story, and they aren't giving rebels enough AR2s to make Combine players mad, (Or giving enough Combine Players... Whatever they can get to upset rebels...) the ball is entirely in their court.

The Settlement Manager's role is to help Settlement Hosts through the process of devising their story. This will include helping them through any red tape they may come across if they wish to include things that would require permission from various people, as well as making sure that the story they're creating is of an actually high quality. Settlement Hosts should keep in frequent communication to the Settlement Manager on the coming and goings of their story, their plans for the future, and if any of their plans have changed.

How do I get a Settlement?
At the moment, if you're a player, the only way to get a settlement is to be sponsored by a CT Member interested in running a settlement for your group. This CT Member is allowed to be a member of your group, but if so their character will only be generally have to have a more controlled interaction with the Settlement as more of a narrative figure than as an actual player character.

If you want to put information about your group down somewhere, there's a subforum under settlements where you can post some information about your group in hopes an interested CT Member might pick you up! That being said, your most likely shot is to simply to get one interested enough in your group to want to run something for you off of their own volition. (Or... have a friend in CT with the time and inclination to do something for you. That one's pretty foolproof)

Settlement Hosts are generally not supposed to let their players know the upcoming stories of their settlements for obvious metagame reasons.
