In theory, you could go the FoS route and have most / if not all weapons be able to force open crates (Knives could be, Hatchets, Cleavers, Claw Hammers), but then you would have to restrict something else.

But Sledgehammer should be able to do it, that being said, Crowbar's easier to make so...

Fire and Sword, in which, all axes, tool items (hunting knives, hatchets, hammers) and some other weapons could be used to open the chests there.

Alternatively have different sorts of containers require different sorts of tools, therefore every tool isn't made redundant by the crowbar.
