Following the death of the City 13 Administrator, the Regency has enacted a swift response in their attempt to bring a sense of stability and direction. A massive crackdown will sweep through the population districts, inevitably sparking widespread confusion and panic. Entire civilian populations are about to be forcibly uprooted and relocated eastwards under the guise of "contributing to the reconstruction efforts" in the devastated eastern C24 region.

PRIORITY MESSAGE - CITY TWENTY FOUR REGENCY
TO: C24-A/ADMINISTRATION/GARRISON/OVERWATCH

The Regency hereby issues Stabilization Order C24-1A, now set to take effect across our city.

This directive is considered vital to the restoration of order and stability within City 24. All available assets are to be mobilized immediately for the planning, execution, and enforcement of this order.

The Regency expects full compliance and operational readiness from all divisions. City Seventeen is watching, and we must now make a push to restore our glorious march to absolute restoration.

1.​	I am authorizing an upcoming citywide sweep of all population districts. This operation is to be conducted thoroughly and without hesitation. You are to execute a comprehensive purge of unrest and malignancy within our population sectors. Order must be absolute.
2.​	To facilitate this operation, all non-essential population is to be relocated to Eastern City Twenty-Four, where their labor will directly support the ongoing reclamation and reconstruction efforts. All collaborators, regardless of rank or designation, are to participate in this mobilization as part of a unified effort to restore and reinforce the East.
3.​	Civil Protection are hereby authorized to detain and interrogate any individual deemed suspicious, at your discretion and without exception. Resistance to this directive regardless of rank, status, or affiliation shall be met with immediate force.
4.​	A new checkpoint is to be established at Triumph Street to assert control and reestablish dominance over the area. Active patrols must enforce stability and ensure that all individuals entering or exiting the slums district are screened and inspected for subversive threats.
5.​	Furthermore, Transhuman Forces will begin routine patrols throughout the core population zones. Their enhanced presence will ensure unwavering order and prevent further incidents.
6.​	Lastly, I formally declare the creation of the Genevan Guard, born from the remnants of the southern Republican Guard Battalion. Sworn to our cause, they will maintain frontier security, reinforce supply routes, and lead operations in the eastern reclamation zones.
