It's silly, it's one sided - almost every situation you want to avoid happening to cops you also want to avoid for rebels. The specific rule that I think needs to be changed:

To be clear, this is relating to the "Raids and Sweeps do not need a reactionary /me, this is to ensure no stalling can occur."

The idea that a faction would need to randomly be exempt from these rules are silly, by this logic - cops should not be able to make reactionary /me's in shotcops, because they'll stall - but it'll matter way more because it allows more cops / OTA to flag on and help out. There is no backup for rebels, no benefit to stalling - you're solving a non-issue.

To be entirely honest, I don't think a reactionary /me is necessary to initiate TBC - there's already a warm-up period to allow people to get their footing. However you handle it, the rule should be equally applied to all sides in all situations. This is just going to raise confusion in terms of when requirements are needed, a simple ruling of "you need to wait for a reaction /me" or "you don't need to wait for a reaction /me" would be better.
 
Just to clear it up... its not union based. Its for both sides. Raids are for Rebels. Sweeps are CP/OTA. Both sides have the same rule here.

Fixed and updated. Made it clear what the intent is:

Changed to:
  1. Combat does not need a reactionary /me in order to start. The warm-up period sorts this for you.
