Overall, this thread will mostly be about Citizen Roleplay and how (most of the) factions can help contribute or what changes I personally think should be made that can benefit overall experience for citizens. You will see a few suggestions here and there that don't really have anything to do with citizen roleplay but I prefer to keep it all under one post. A disclaimer, I don't know all the faction's current state or problems. This post just contains how I perceive it.

Citizen RP in its current state.
Citizen RP is... well. Basically not doing well within the main City. As we all know, an average citizen's experience is basically standing around waiting for a work shift or a CP to hand out work at the desk. And never engaging in conversation with anyone and just AFKs while they wait for the two things I mentioned earlier. Now I don't completely put all the fault on our citizen players. Recently, there has been a lack of things to do. This thread should be able to cover that matter later. Regardless, and I'm the not the first to say, it is HIGHLY recommended that you engage with your fellow citizens. It can be just simple small talk, visiting an apartment for a nice drink, talk about the factions/jobs, politics, your own story, playing chess, and so on. And I hope that with the new map update coming around soon and if factions consider my suggestions, there can be more for citizen RP.

Department of Business
DOB has potential but it seems the most lacking. Mainly within Triumph but I'll cover that later. I want to first start off with a rule that I've heard about. And that rule is that no store can be alike. Example being that there can't be two bars. (Do note I can be wrong about this rule, my interactions with DOB has been very little.) Bars (same can go with restaurants and cafes) have always had the main attention and center for citizens to come to one place and talk. I feel like the rule just kills off any chance of people coming together. The Pint isn't always open. And when it is, there's always people showing up and conversing. I feel like the rule should ease up a bit. Maybe setting it to allowing at least one bar for each street to exist so that players have an opportunity to come together. At the same time, I understand this rule allows store owners to create a unique store because it won't like any other store. Kaji Library (when it's open) is a good example of this. Same with the Pawn shop. But a bar/restaurant/cafe will always be the center of it all.

Now moving on to Kaji. I don't know the deal with it. I don't know why there's a monopoly, or why there are four stores that I have seen completely unused for the past several weeks. DOB should really be putting pressure above in-character and out-of-character along with a ban set against a single group part of a brand owning more than two stores. It just doesn't make sense for it to be like that. I get that we all have real life stuff to deal with but these stores specifically have been really dead and I think the owners or even DOB itself has forgotten about them. The store next to the Pint just by itself is more active than the Triumph stores combined. This isn't a jab at the Kaji group or DOB, but I really think DOB should let others fill in the shoes for Triumph stores. It's a need at this point if we want activity within Triumph.

Last thing for DOB, they should really start hosting events within their stores. The loyalist event for the Pint and the Veteran event for Mirai store was really good and allowed citizens to come together. The event doesn't have to surround loyalists only or be about some CCA member announcing something. You can do a raffle, a game night (bingo maybe), a celebration for a holiday, or hell CCA can approve and temporarily allow a gambling event within a store just like CWU had last year. The chips being provided by the Administration and supervised by Civil Protection.

Bureau of Enlightenment
BOE's presence has been lacking overall in-character. Not the fault on them, if you look at their roster they are few. And the things they do is truly unique and I fucking love them honestly. I do feel like that they should remain an active presence within the server and try to get more people into BOE. In my opinion, they are the face of the Union. They provide the propaganda, controlling the information, feeding everyday citizens with their lies and deceits and honestly people should fear them because if you think about it, they have power. Moving on, I think they should start putting up a flyers on the board in Victory about jobs, show that they are looking for people to join them.

As for you citizens, if you want to go through the loyalist route BOE is the way to go (or even if you're just looking for pay, give it a shot). If you're good at graphics design, go for the Art Department. You don't have to make god-tier propaganda posters, anything else is better than nothing. If you like to write and you're good at grammar and English (unlike me) and making up lies, Press Department is a good pick. Or go with the best position within BOE, Tele-programming Department. There is so much everyone can try doing there. Trivial Duels was PERFECT and amazing! When I was out in the streets or at a store, people would actually watch it. They'll try to guess the answers or a few even placed bets on who would win. It brings opportunity for citizens to interact and the show was genuinely entertaining to watch. And it doesn't just have to be Trivial Duels, it can be anything. You can do a talk show, interviews, hell get Bernard on a chair and have citizens submit letters so he can read them on the big screen. Know what else would be great? Have a chess competition go live and put my Rank Leader on there so he can lose and get mad, flip the table over to choke the person he's losing against on live television, only to end up having the broadcast cut midway to a 'We'll be right back!' message. I'll do it! BOE is fun and some of you all should take it. Even if you don't meet the requirements for it all, there are positions like Distributor or Assistant or secretary positions that you can take and they don't really require any skill. Distributor and Assistant may not be a permanent position but hardly is there ever someone taking them so it might as well be for a long-run. And BOE should keep an active presence to provide these opportunities and possibly bring along with them unique roleplay for citizens to interact.

Civil Workers Union
Honestly, you're perfect. Our system works. But I have noticed a severe lack of workshifts from many of our workers. I understand that we got plenty of them on LOA, waiting for the new map or just busy. But from what I've seen it has always been the same few workers doing the shifts. I personally believe we should bring back the work quota back. Maybe not exactly as the same as before Pitchford's rise to Director but to the point where every worker that isn't on LOA has to do a certain amount of shifts and that they must meet. How this works I leave completely up to FL. Overall, you guys are great. Totally not bias. (Send me workers for Production branch damn you!)

Civil Medical Union
Yeah, I got nothing. ¯\_(ツ)_/¯ CPs already provide them with injured people to RP with by deploying manhacks in slums. You are most welcome by the way (I think I'm on the Indigent's hit list). Joke aside, I can't really think much for you all. Lacking imagination but I'm sure FL has it well handled. Please be careful, I think Heartwick is gonna release his wrath on you guys first. Send him more drugs to avoid this.

Civil Protection
Faction Leads have their secrets. Mine is this one:

Captains/Overseers please don't ask me about this In-Character. Jokes aside, their has been issues regarding CPs constantly harassing citizens and ruining the chances of roleplay between them. Civil Protection units are basically summed up as (or can fit in any of these categories): cut-throats, power-tripping, abusive, sometimes friendly, psychopathic, assholes. So it is expected of them to be any of these descriptions or something else. However, I do agree CPs should tone it down a bit, allowing citizen rp to expand and thrive a bit more. Not all the way back down to being citizen's best pals. But tolerating and being more accepting of the middle-class citizens and try to motivate them (either by idle threats or being friendly) to reach higher to become the ideal citizen. And giving loyalists (tier four and above) free passes and whatnot. This does not mean allowing them to freely break the laws, just simple stuff like giving them a free pass from a search. Taking their word over others that aren't loyalists. Even if it's obvious that the loyalist instigated the ordeal first. And finally, belittling those below 100 social credits. Which most of our units already know how to. Other than that, Civil Protection is in a good state and hopefully with the new map update, it'll be active again as before and hopefully applications can start.

Combine Civil Administration
Provide janitorial jobs like it says in loyalist post damn you! I highly suggest tier two citizens go for this kind of work if you want some roleplay or want to kill some time. Even though it's not permanent, I believe this can be a good alternative instead of standing outside the warehouse or work desk for social credit. Maybe even have CCA lower the qualifications to 100 social credits and having CPs/OTA to search, escort, and supervise the citizen that has been assigned to this role. Even if this kind of job is rare, you take what you can get.

For now I'm going to end it here. I like to add more but I'm getting to the point where the post is just lazy writing and not being descriptive as I like it to be. Plus a lot of grammar errors that I can't bother myself fixing. It's 3 am. I will add more onto this post but this is what I have put in for now.

How to circumvent this:
Step 1: Get your friends to own stores
Step 2: Don't tell anyone that you are all working together and sharing assets
Step 3: Profit

There's really no reason to ban brands or groups from owning several stores, people will be able to do it anyway, just in secret. If you're worried about one group owning everything and not leaving any stores for others Kaji itself aims to remedy this through its Subsidiary program, which allows people to run the stands in Triumph St. and even provides security services, stations such as stoves, and more.

I get that we all have real life stuff to deal with but these stores specifically have been really dead and I think the owners or even DOB itself has forgotten about them.
We have proven time and time again that the Kaji stores are active, and we even have the POS Terminal logs to prove it. At this point anyone saying that we're inactive is either trolling, is completely misinformed, or is an American who gets on when everyone in kaji is sleeping irl.

any perception of inactivity can probably be fixed by hiring a team of Americans to slave away at American hours, though to cooperate with Americans in the first place probably takes a lot of tolerance of eurobloods.

personally never saw the library, storage, or restaurant open, but I've seen the pawnshop open, and considering I'm an American, it's probably just an issue with timezones. a bit sad for folks who live in a different part of the world to not be able to browse your markets though. hope that could be remedied.


also i think the DOB is gay, dumb, stupid, retarded, unethical, inefficient, ugly, and horrible and should be cleansed with fire and anyone involved with it murdered.

I'm American so that's my reason. Think you be able to manage to have American players be available to run the stores? From what I've noticed, the server is populated on NA hours. Getting around 30-45 people, sometimes staying like this around 10 pm EST. (This might change when the new map is out.) I like to also ask about what the activity is like for all the stores? I get on pretty early, early enough for EU players to still be around. And from what I see on gametracker, the server isn't really active till around 12 pm EST. I can't really imagine all of the Kaji stores being active on low pop hours.

Good point. Good to see Kaji has been providing for the stands. Wasn't aware of it at all, thanks for clearing it up. Still sucks NA player base suffers from lack of stores being open, and the only ones that usually are open is the ones in Indigent which isn't very helpful for the main city. Timezones is a bitch.

As for the event you did, (and I won't lie, I didn't know Kaji provided that) thank you. I know I said I like to see DOB do more events, I meant to say I like to see more events that aren't just your average dinner party and revolve around a CCA member announcing something. And I've mentioned a few examples that DOB can try exploring (sanction gambling with CCA approval, raffles, holidays, etc.). Regardless, the events provided has been swell and I like to see more of them when possible. They really provide a good opportunity for citizens to participate.

I will add more onto this thread as I have other suggestions and thoughts to share.

I feel like this can act as some kind of market. Every two stalls having one dispenser to share and behind them can be whatever necessary equipment/materials they need. Below the stall can be their private containers. Papers should be pinned on the pillar and board at Victory, advertising this.

This idea is big, actually. I noticed the other day that any stall that is not in the center of the plaza like Zima's are actually hard to notice, so going with a layout like that would probably benefit the owners that get the worst locations.
