Fixed Supporter-Citizen Background Armband bug

[Kamilisha Haijulikani]

1. Bug: Noticed this when creating a new character. Characters made with the supporter-citizen background selection are given an Underclass Armband when they should not have it. This makes sense for Outcast starting characters, who start with 35 social credits, but not for Supporter Citizen characters, who start with 60 social credits.

Already fixed. No AP, no code implementation.
