Yes. This has been made before.
Yes. They have been denied every time.
HOWEVER.
Lets do a trial period WITHOUT IT.
Cause, we can all agree. TBC sucks ass. TBC, is basically S2RP, but you don't rp. Sort of defeats the purpose of RP.
Lemme tell you the pros and cons of it.
Pros. Gives players a better chance of fighting.
Cons. Makes it where someone with a gun can die to two dudes with melee weapons.
It can add people in the match making turns last longer.
S2K gets voted every time when it is allowed, defeating the purpose.

Listen, do a trial period without TBC, and honest to god people will be happy without it.

It's already been stated by every single developer, Atle and community management that TBC will not be removed.

Look bro if it could make the server better I think they can look past it.

Up to the big man. Some clarifications will need to be made in rules and stuff if we go through with this. My only concern is powergaming, I see it as a often theme in Willard when it comes to S2RP but guess we got staff here to solve that.

What is there to explain? It's self-explanatory.

Powergaming: When someone creates an action that is unrealistic (this falls more under failrp) or gains them a huge advantage that can't be contested, or double actioning.

Considering most combat situations will be S2RP, it'll mostly be player driven and it's to be expected that some players are not gonna be doing S2RP properly.

Keep TBC

Works just fine. You can kill CPs. You can kill rebels.

If you want S2RP. Do it.

Noone stopping you

The only thing I really like about is that with TBC enabled you don't need a powerful internet connection or amazing aim to play, TBC doesn't make combat fun, it makes it fair (but only some of the time).

If you want to ambush anyone, like, for example if I wanted to ambush a cop in the slums, I would get a single show off (it doesn't matter if its a headshot) before TBC starts and I would most likely get killed by the cop with better gear.

I don't enjoy TBC, I think it's boring and not very realistic, but I see why the server uses it, it gives everyone a chance to win.
