Bug Terminal bugged giving HAB apartments to civillians

1. Bug: Character unable to be get normal apartment , instead he gets CPs apartment HAB
2. Description: So each time u go on terminal and request for apartment u get CP apartment in wich u can not live since u are not a cp and u are player ... However after what u request new apartment and u get again HAB apartments just under diffrent number
3. Errors/time: I get no errors during any of this, though the people with the PDA might get errors, I am unsure.
