it seems noone actually knows the answer to this, since admins are also iffy about it and confused.
are tier 4s allowed into indigent?
i was promoted to tier four while managing a bar icly in indigent, and no one seems to know genuinely if tier 4s can go into indigent
i do not think it is a rule
 
Its not a rule. ICly or OOCly. But a T4 going into Indigent does look rather shady so don't complain if you get searched or questioned for it.

Not a rule, but Tier 4+ going into the condemned zone (slums) will most likely be dragged off by CPs for questioning and searched. They will also generally be warned to not enter the area again. If they do, then it is at the CPs discretion to deduct points or let you off. Generally, T4s who did enter had this happen to them in short, being a loyalist has its perks but also its downsides.

Good law though, and sensible in RP

Don't like the people who play their characters as "Yeah I want to suck up to the combine as much as they can but they're not snitches come on now ha ha I'm just like you you guys except I live in a fancy hotel and if you touch me you get beaten by the cops!"

It should be the implication that if you are identifiably a Party member going into the slums (and since there are people who go in and out of the city and slums you're liable to be recognized even if you take off your armband) you would at least get confronted by a gang
And conversely, that coming out of the slums without at least pretending to have had an awful time is seen as suspicious by Civil Protection

No it's a fun idea to play somebody who lacks so much self-awareness they think they can swear a loyalty oath to the combine for better food and still be accepted by the rebels willy-nilly

But in my experience people who play those characters don't do it because they want to play a character that doesn't understand how dumb that is but instead because they themselves don't understand how dumb that is

Whether or not you agree with the law doesn't change the fact that it is a law. As Albertossic said, it is a sensible law made in line with the themes of the Combine. The goal is to ultimately limit the interactions of city inhabitants with those of condemned zone (slums) inhabitants, and to have loyalists freely enter and fraternize with rebellious elements is a big no-no.

Yes, it is illegal. Before being made a law, as mentioned by Robert, there was a precedent to back this law up; loyalists caught entering the condemned zones would often be punished or questioned, whether or not it was illegal at that time. The law only serves to legitimize this precedent and make it more enforceable.

The only reason not many people know about it is the lack of effort or intent from the Civil Administrators to inform the populace of this law.
 
Maybe there should be more effort to portray laws instead of just saying they happened and punishing characters for breaking them

I don't think this is a good summary

It's illegal, but I would think it is very unlikely you get charged if even reprimanded by a random CP finding you walking out of the slums, especially if it's more an impromptu decree
The whole point of becoming an official Collaborator is that you get a free pass for some minor stuff like this, isn't it?

You're under the impression that as a loyalist, they are entitled to more freedoms when they're not. Loyalists are under far more scrutiny than you realize, and are constantly surveilled by not only Civil Protection but by other collaborators within their circle. Regardless of the impromptu nature of the decree; it was enforced before and after the decree, as evident by the history of precedent in punishing loyalists before then. As a collaborator, you can expect to get a free pass for running or yelling, but not for what is tantamount to criminal trespass.
