Implemented The Breen Water Effect.

We all know that you shouldn't drink water because Combine puts something in it.
So why shouldn't they put that something in City 24
When someone would drink Breen water or any liquid made by the Combine, they would get -1 or -2 on Agility and Strength with strange effects appearing on their screen for a few seconds about a minute after they drank the liquid. There would also be a 30%-40% chance one of their F3's would disappear.

I say no, city 24 seems to be the main housing for loyalists, so i guess they would trust the populace enough not to commit any crimes
