MY FELLOW CITIZENS OF SECTOR-10,
Plague and terror wracks our wonderous sector even today. What once was our prized jewel of the crown held by Our Benefactors now lies dirtied by fringe elements. Even today, as we finish the reconstruction of Industrial-24, a Tempest seeks to ruin the great work that we have put in. By our own inaction are we complicit in the destruction of this Sector.
However, citizens, I bring to you a choice - a choice of revitalization, a choice of unity, a choice of reconstruction.
As a Citizen of City-24, I see what this city has become and continue to think 'this prosperity should be shared with all cities'. To this, I bring to our common citizenry, A PLAN OF RECONSTRUCTION.
PHASE 1: REVITALIZE THE INDUSTRIAL SECTOR
Through the assistance of the Civil Workers Union of City-24, the City shall see the mass production of goods return to what it once was before the Liquidation of Industrial-24. Through legislation in the Security Council, we shall revitalize the ruins that litter the outer bounds of City-24, and purpose them to create construction materials, food, water, and export goods. These goods shall be shared and prepared for the next step of the Reconstruction Plan.
PHASE 2: END THE TEMPEST, FOR GOOD
The Tempest of City-13 continues to threaten our home, and the homes of tens of thousands of others! We must not allow this inaction to continue! Through legislation and City-wide funding of the Containment and Recovery Unit, and the Science and Research Institute, City-24 shall forge a path forward to finally take down the Tempest that wracks our border and threatens our homes! Specialized experts within such fields will be given proper funding and additional ration allocation for their work in preventing the spread of this Tempest.
PHASE 3: TASK THE WORKERS, THE CITIZENS WITH CITY-13 AND CITY-2 RECONSTRUCTION
With the Tempest removed from the equation, the path shall be set open for the revitalization and recolonization of City-13 and City-2! The Civil Workers Union of City-24, the Combine Engineering Corps of Sector-10, and the Citizens of City-24 shall forge forth and rebuild housing centers, Nexuses, and production facilities for City-13 and City-2! The Dover Hardlight Bridge shall be rebuilt, allowing a vital lifeline between the European Mainland and the British Isles! Work shall be provided for the poor and destitute, for the parollee and the underclass! No matter who you are, proactive work shall be available, and your work will revitalize these great Cities, just like it did Industrial-24!
And what shall be done once these Cities are rebuilt? Who shall lead them back to the light of Our Benefactors? We call for the Senate of City-17 to take the rare choice, to intervene and vote upon the new City Administration of both rebuilt cities! To prevent the political infighting they once knew, and to prevent the claims of unjust voting and results!
PHASE 4: FUND DEVELOPMENT, ESTABLISH SELF-SUFFICIENCY OF THE SECTOR
Just as was done for us by other Cities of past, City-24 shall grant funding and donations of goods to City-13 and City-2, revitalized and reborn under the guidance of the Citizens of Sector-10! City-24 shall fund these cities until the day they become as they have been in the past - self-sufficient and capable of assisting other cities in dire need! Through this, we of City-24 shall seek to assist other cities within our Sector, and even set our sights to once more expand our sight to the lost peninsula of Iberia!
Rest assured, citizens of City-24! We see the sight of the Security Council, and seek to use the funds of this city, not just to better the city itself, but to better the Sector around us! As Dispatch continues to tell us - inaction is conspiracy - and we shall not commit the crime of conspiracy by watching this Sector fall from the inside!
This is not a call to kill the traitor!
This is not a call to allow those with deceitful intent into our lives!
THIS IS A CALL TO ACTION! A CALL WHICH ALL MUST HEED!
None have a name for us, one which I shall give!
