City 24`s status as the jewel of Sector Ten may act as a recognition of its great work and grand achievements, but like all great things that are seen by the public eye, it has become a target for the cancer that gnaws at society.
The leeches that collaborate nothing towards the Union, but seek to drain it dry for their selfish needs.
Those that would prefer mutual assured destruction, over salvation and ascension.
These senseless murderous sprees, perpetuated by the Insurgents that hide in the shadows of our luminous society, strike at its people where we once felt safe, especially its most productive or prestigious members.
And thus I come with a proposal, to adapt to these new circumstances.
SECTION I: PROTECT
Step one to adapt to these attacks, is to reduce fatalities and wounds.Thus, Personal Protective Equipment is the best, and the first, step:
1.1 Tier 4, and higher, Collaborators should be allowed to request authorization to wear body armor. The exact specifics are up to Civil Protection`s Rank Leaders, and higher, and the Civil Administration.
1.1.1 It is advised that this body armor, atleast for the lower tiers, be minimal. Protective enough to reduce the wounds from a stab, or atleast the bleeding, yet inconspicuous enough to be worn under formal attire.
Higher tier, especially Civil Administration and Tier 6, options should likely be higher grade, disregarding the ability to blend in, in favor of safety.
1.2 The Civil Workers Union, The Civil Medical Union, The Bureau of Enlightenment and other Working Unions in service of Our Benefactors, should receive similar body armor or personal protective equipment. The protective equipment SHOULD be branded or atleast have some sort of identifier to trace its origins, in regards to what organization it was given to, in the case of a theft or misplacement.
Tracking equipment is optional but also a valid option
1.2.1 The exact specifics are up to the prerogative of Civil Protection`s higher ranks and Civil Administration.
1.2.2 The provided equipment is to be distributed at the prerogative of each group`s Directorate, or anyone they authorize to make the decision. Including any further restrictions or regulations in regards to when they can wear it.
1.3 Should any personal protective gear go missing, an investigation is recommended, but not mandatory, to be launched. Furthermore, none of this equipment should be allowed in low sociostability sectors without a valid reason for being present. Those found traveling into said sectors by their own choice should be questioned.
I shall once again state that the above listed protective armor shall have its specifics be chosen by Civil Protections`s Higher Ranks and the Civil Administration, and both bodies, along with those above them, have the final say on both authorization to distribute the equipment, as well as the protective grade for it.
Each tier of Collaborator, above 4, should have better quality protection available.
SECTION II: DEFEND
Step two, to deter attacks, is to show that the target is not defenseless.Thus, self-defense equipment should be available if authorized.
2.1 Tier 4, and higher, Collaborators should be allowed to request authorization to carry and possess a self-defense weapon. The exact specifics are up to Civil Protection`s Rank Leaders and the Civil Administration, along with anyone above them.
2.1.1 A self-defense weapon may either be a simple device, such as pepperspray, or a proper weapon. Be it a blunt close-quarters weapon, such as a telescopic baton, or a firearm. The above mentioned responsible bodies should be the ones to pick a valid option for the specific collaborator requesting it, or they may simply make it a list based on Tiers.
2.1.2 A registry with identification tags on provided equipment, to track down misplaced equipment, is advised but not mandatory.
2.2. Replacement and restocking of provided self-defense equipment should be scrutinized to ensure that is being properly used, and should likely be charged via a credit transaction, to deter "misplaced" or lost equipment, along with unneeded expenditure.
Any profits from the transactions shall go towards Civil Protection, or anyone else that the Civil Administration and the Ministry of Commerce deem fit.
As per Section I, the specifics for what qualifies as a self-defense weapon, and as to who is authorized the specific piece of equipment, is fully up to the responsible bodies previously mentioned.
Even should this be rejected, the idea shall carry on and eventually be refined into a usable set of rules and regulations for the same matter.
