| The purpose of this Presidium is to formally establish a preparatory, structured legislative body inside of Industrial Twenty-Four, operating within the controlled eco-system of Industrial Twenty-Four, and to define its composition in substratum with City 24's Colonial Mandate initiative. |
POWER ESTABLISHMENT| The Consular Presidium represents the legislative body operating I24, and is recognized as the less influential legislative assembly compared to City 24's own Security Council. While not officially a City 24 governmental entity in its own right, it's formal distinction from that of the Security Council is that the Presidium possesses a legally enshrined role outside of City 24, specifically tasked with the oversight of Industrial 24's "cultural" affairs, and maintaining a solely legislative, and advisory capacity to the Consul in most matters. It's inception followed Chairman Wyatt Callaway’s 2021 Enlightened Revolution in City 24, and the subsequent mass-transfer to Industrial 24, as the Presidium was formally established by the Security Council with the intention of acting as an auxiliary of City 24's Security Council within Industrial 24 proper, by acquiring limited soft powers as the representative voice of the “ordinary Citizen”, and providing a mechanism by which Collaborator-classed citizenry may occupy seats within the Chamber to promote active Loyalism, under a Realist Ascensionist model of Collaboration. |
SELECTION & AUTHORITY OF THE CONSULATE-GENERAL & VICE
| The Consulate-General of the Consular Presidium is selected by a simple majority of the members of the Presidium, and has a role analogous to that of the Security Council’s Chairperson. The Vice Consulate-General of the Consular Presidium, respectively, is selected from amongst the assembly by the Consulate-General, and acts as sort of 'second-in-command', and, in case of the displacement of the Consulate-General, shall inherit the role. |
LEGISLATIVE PROCEDURES
| Resolutions, and respective proposed legislation may only be passed by a majority vote by the Consular Presidium, but can be vetoed by a dual-passed vote from both the Consulate-General, and their Vice. A Consulate-General may be removed by a motion of no confidence, requiring a simple majority vote from the Presidium. The Consul, in turn, naturally has similar vetoing authority in all matters of Presidium proposals, however, will need the support of either the Consulate-General or Vice Consulate-General for it to be considered true. Matters of legislation that are passed through the Presidium shall only affect Industrial 24, and it's surrounding jurisdiction. |
ASSEMBLY MODEL & ROLES
In consideration that the Consular Presidium is modeled after the Security Council of City 24, the following roles and functions shall remain in place, with subject differences. ROLES OF THE PRESIDIUM THE UPPER ASSEMBLY OF THE PRESIDIUM The High Councillorship provides legislative coherence with the Presidium, and in turn, City 24's interests. Each Member of Presidium who has the role of a High Councillor act partially as members of the Combine Civil Administration without holding the labour of designation itself. As high-profiled Members of Presidium who's voices are important in the matters of legislative direction, the High Councillorship shall focus on high-level policy matters within governance issues, however, may not propose any legislation without direct sponsorship from a registered Political Binder. Normally, in City 24, the High Councillorship votes on its own Internal-Chairpersonship, however, to keep matters concise, the High Councillorship shall be loosely-organized and will collectively come to an internal-vote to decide upon the elevation, promotion, and ascension of a Collaborator-classed Party member to the of a High Councillor, if that matter should ever arise. THE LOWER ASSEMBLY OF THE PRESIDIUM This lower-assembly is the main body of the Consular Presidium, made up of Collaborator-classed citizenry as Members of Presidium, of who are led by a voted-in Consulate-General. This is fairly straightforward, following the C24-Model; "The Lower Assembly is responsible for initiating legislation, engaging in policy discussions, addressing civil concerns, and more. All legislation originates in the Lower Assembly, giving it agenda-setting power and control over the legislative process." |
SEAT ALLOCATION & POLITICAL BINDER REGISTRATION
| Political binders are required to submit an ordered list of eligible candidates to occupy seats within the Consular Presidium, yet must first submit their own Binder prior with the Office of the Consulate. The total number of seats in the Presidium shall be capped at 27. Upon submission of Binder and eligible candidates, seats shall be allocated proportionally according to the relative support each binder holds, ensuring that representation within the Presidium reflects the composition of the eligible Collaborator class electorate. Once again, to reiterate, all submitted lists must be verified by the Office of the Consulate prior to confirmation of appointments. The Office of the Consulate may be reached by contacting any current employee of the Consulate, or, any High Councillor. For ease of transition, a total preapproval of all current and transferred political Binders must be submitted with the Office of the Consulate, and adherences with City 24's law must be followed. Electorates who secure a seat in the Presidium shall be referred to as a Member of Presidium, or MP. There shall be no independent Members of Presidium, as all MP's must be apart of a registered binder in accordance with C24's Mandate. All registered binders must partake in a mandatory internal-census, recording how many active Collaborator-classed citizens are within your caucus, and report said findings to the Office of the Consulate. |
