The DOB...

Right, back when the DOB got introduced about a year ago they were under the CWU, had this whole system regarding profit margins, store management, etc. and they were basically an active organisation which made stores fun to manage and to have.
Nowdays, the DOB is away from the CWU and under the MOC (An inactive faction), they have this whole complicated system about each and every store being managed by someone else, most of them aren't even online or respond to messages on the relay, and they are just generally never anywhere to be found. Why?

It used to be good, back when we had the system where every CWU management was able to dish out stores, dish out permits, POS devices, everything... However, management got bored and started being offline more and more and started being inactive, so they introduced this perfectly working system of the DOB...

But, like everything else in Willard, we suffer from this weird thing called "Making advanced, complicated solutions for problems that either DON'T exist, or can easily be solved in a different way.". The MOC is barely active, the newly formed DOB is barely active, DOB/MOC/Whatever they are can't even sell you a POS device unless they are the "manager" of your store... Why do we have to make everything so goddamn awful in Willard, there are much easier things to do.

I suggest, we bring the DOB back to the CWU, we make it like it used to be where the DOB members of the CWU still do CWU work, but on the side they are able to manage permits. CWU management (ALL CWU Management) is able to manage ALL stores, not just a select few, and every DOB member gets assigned to a store where they earn a bit of the rent/profit made every week towards their wage. This makes it so that DOB members will actively engage in the stores, Management will actively engage because they will check on their subordinates occasionaly IC'ly, and Store owners are happy because they are able to get POS devices in easier ways.

As someone who used to manage DOB, this wouldn't really work all that well. It still relies on select people, but instead of it being one/two people, it's several people each who have a lot to deal with - CWU itself (unless if things have drastically changed), is a very complex and demanding faction.

Imo, a better solution would be having the store system be similar to the apartment system. People can request to buy a store, that request can be reviewed by CWU management or Civil Protection above a certain rank, and then those stores need reviewed by either accepting party every couple of weeks. In a perfect world, this would be be a system that's monitored through the PDA - when the store needs reviewed is the same day that rent is due, and rent must be paid in-person to CWU management or Civil Protection (again, above a certain rank), once the store has been inspected and rent has been paid, then permits are provided again.

Having Civil Protection handle the inspections also helps give CPs something else to do passively, and also somewhat adds to the whole DyStoPiAn feel for the City.

I agree with most of your thing, this might actually be a better suggestion than mine. Honestly, everything would be better than the current system. but.

I don't think this is really managable, I don't think everyone is able to get only every day, not to forget that somtimes people will be on LOA, or store owners aren't able to get online.

I don't think the rent system in itself is bad, but the problem I'm experiencing currently is the inactivity of the person managing my store and I think more people have this issue. I've been trying to get an extra POS device and permit for like 10 days now, and still no reply or signs of anything changing.
 
I say wait until GOI has come out. Stores and other buildings are being changed in accordance with GOI, as far as I can remember.

You mean the same system where noone has a single clue when it is releasing? Speaking about transparency... I guess...

It's pretty close, unless if they for some reason decide to leave it for v3. I've been keeping a eye on its development progress and I can safely say its looking really good.
 
Unironically speaking, the DOB was more active before it merged. The problem is, that you have 3 people in charge of the businesses..... The problem is that right now, one is on LOA, one is banned, and the third is still around.

The MOC had plans to get it up and running, but like many things, it failed + its activity increased when they were on all day. I never understood why everything needs to be tied to the PDA but thats how things run. Hopefully, with the GOI update, it will fix most things
 
I've got to be honest, the reason we're all looking at the DoB right now is because of how inactive the stores have been... Grotto, Gizmos, Treasure and Trade, every store besides maybe 3, 4, 5 tops? closed for weeks. It hurts City Roleplay, a lot, and its not really addressed because the player(s) meant to address these issues are as mentioned, on LOA, banned, or simply inactive. If a player were to want to open a store.

If a player wants to open a store there should be a VERY simple process to do so. Firstly, they should know WHO and HOW to get into contact with. Posters/papers around the city, a forums noticeboard, something which allows characters/players to see. "Okay, here is how to start." That isn't in game right now, or hasn't been in the months I've been around. You'd start with that, get player(s) active so they can first, know who to talk to and how to talk to them.

Now, opening a store. Sorry to really say this but opening a store should be easy. There should be a SC requirement for various areas, of course, and small fee for equipment + permits(Just to have a little build up so players can't just run wild, open a store on impulse.) They meet, VERY SMALL, pre-requistes and are given 3 POSs, and two keys to the store. Propping is done through CWU with furnishment packages and then the player(s) get to RP their renovations and open up shop whenever.

Their store is open and then its off, simple as. They shouldn't have to go to a person, after taking ages to find then, then go to another person. Who then has tow ait and blah-blah-blah... It could be as simple as that.

The only thing that needs to be done is fixing the inactive faction running the stores, I mean I understand players are busy, we're all people with commitments but at the same time you have to place time into taking after your position so other players can roleplay as well. Place people below you, take them into the department to run tasks that don't need your attention, and so on. Its quite an easy fix, I just feel like no-one is poking them enough to do it.
 
I feel like we can all agree that the fact that the DOB being specialized within PCS categories is absolutely dumb. It just makes it so that less progress happens

I personally think the DOB fell off when it merged with the CWU, instead of it being a personal and community like experience, it was heavily industrialised, with a absurd increase in rent, ridiculous changes to the faction as a whole and so on. The CWU slowly turned stores into a burden, one in which I messaged Noodle, the faction manager at the time, all the issues and complaints with the faction, even managing to gather at least 7+ opinions from current and old store owners. It didn't really change until coroneljones stepped down as CWU lead that stores started to change for the better, the removal of inactive stores and replaced with new ones, but even then, stores still remained inactive at times.

Wont go into much detail as to why I hate storeRP at the moment, or why I hated it when it was in the CWU, but I'll say one thing, store ideas are terrible. The amount of times I hear from someone on the streets "Yeah I want a store, I wanna make a bar or food place" is unreal. Please get creative with your store ideas, and or the managers, please accept them. I'm sick to death of seeing "Generic food place #15" OR "Generic bar #61"

How many people minimum is required for DOB to function?

Just consolidate them into a letter bureaucrat to whom you send forms through in game. Each day they wake up to see the mail and they will reply to those mail forms. They can also send letters to applicants for interviews in-game with schedules, furthermore taking reports / complaints of inactivity from any citizen. Posters for relevant person concerning general business matters shall be put in high exposure traffic areas (Rations line/Plaza/Trainstation).

A person needs to be accountable for the inactivity situation of the stores and not diluted into governance groups where normal role-players don't know who should be held accountable and how. Store management should not necessarily have to be in person - it can be handled by mails and containers, for instance the bureaucrat can send an invoice mail to the prospecting store owner for a POS, after paid - they will deposit the POS in a locked container by their office and then send a letter with code to said container.

As for evicting store owners. Place a BOL on them and a description for CPs to instruct what needs to be confiscated on POS - must leave information as to who has ordered the BOL so can be held accountable upon questioning, change locks on the doors and remove furniture through civil workers union query by sending a letter to their responsible for work-shifts.

I think my problem with this is that I wanted to do a unique take on stores, but wasn't allowed to due to it being said "You have to make this a restaurant.". Now, I still try to make my own take in this, the way that if people want to order food they have to take a seat and wait for a waiter to
come by to get their order, by my store is like 2x5 meters and doesn't really facilitate that idea as well as I would've hoped it does.

From what I remember while playing (back in 2021, when I actually owned a store), we had 0 problems regarding the rent, permits, getting in contact with CWU management. That was because all CWU management were able to reign over all stores. In my opinion all of the DOB/MOC needs to be able to reign over all of the stores, the MOC needs to be more publicly accessable by people because I know for a fact like 80% of the playerbase (including me) has no clue how to even get in contact with them or how to get into the MOC.
 
how to get into the MOC
Back in 2021 Q2, Was CIV => Store Owner => DOB Manager => DOB Boss => MOC dude => afk and auto pk (Process took around 3-5 months)

It takes alot of time, has no out of character application processes, is based on tangibility of roleplay that give assumed merit rather than functional merit.

Once in - little to no supervision, you are allowed to do basically anything you want by asking atle or whoever is the most active honcho in the moc - however, if you fuck up you lose character so its better to just become inactive and not take accountability because everyone else also tend to be inactive as status quo. It is easy to be forgotten and you are welcomed if coming back - but then without direction. Remember, it took months to get in - so you are hard to replace because it took alot of time getting to know you before allowing you into the ranks.

MOC should be left off as an external organisation for management to implement OOC into IC changes in the economy or top down policy authority, was never really a faction for the public, rather a conservative one.

PS: There still is not a single guy who has stood up wanting to be the dude who wants to take full responsibility of fixing the store problems. We want stores to be active this and that - but WHO will actually get the job done?
