The Environmental Protection Act of 2017

The Environmental Protection Act of 2017 is a legislative policy made to combat the increased natural disasters that have caused City Twenty-Four monetary damages. If this policy is passed, the Environmental Protection Act would effectively decrease the damages and likelihood of natural disasters within the twenty-fourth urban center. This policy will also create a significant influx of occupations for unemployed civilians which will improve the economy of the state.​

Section One: Union Weather Service
i.i - The Security Council will establish a Union Weather Service facility within City Twenty-Four. It is the responsibility of the Civil Workers Union to provide a building for the Union Weather Service along with the required instruments and other requested items.

i.ii - The Civil Workers Union will be required to provide five work shifts for the newly established Union Weather Service facility to provide maintenance, production, and other requested means.

i.iii - The Union Weather Service facility will operate separately from the Civil Workers Union to relieve stress off of the management along with the employees stationed within the Civil Workers Union. Civil Workers Union management may and should select a representative to communicate between both departments.

Section Two: Safety to Civilians
ii.i - The Union Weather Service will provide safety equipment to all businesses within City Twenty-Four. It is the duty of each business to maintain and report any issues with such equipment.

Fire Extinguishers
Smoke Detectors
Carbon Monoxide Detectors
Flood Detectors
…

ii.ii - The Union Weather Service will provide educational material such as posters, speeches, and other means of communication to inform the public of safety measures and other material related to the Union Weather Service. This will be in cooperation with the Bureau of Enlightenment.

ii.iii - The Union Weather Service will provide full-time, part-time, and work shifts to the working-class populace of the twenty-fourth urban center. This will be an effort to manage the unemployment and the low economic growth within the twenty-fourth urban center.

All I'm going to say, is that the CWU will not be required to do anything for a service that is separate from us. It states it wants to release stress from the CWU Management, but a bit of legislation requiring us to provide materials adds to this form of stress we already have other things to worry about, and a weather service that is already in-place just outside of the city is the last thing we need.

Considering the trade-routes are compromised due to recent attacks and the cost of importing goods, I doubt it would be a viable idea to attempt to transport resources from another city to this one. OOC'ly, I'm not asking for CWU to change what they do - simply have a few workshifts that are themed for the Union Weather Service. This provides world building and roleplay for the server in its entirety. It also provides for consequences - for example, the increase in arson has caused fire to spread out of control. We cannot wait for Union Weather Service, which is stationed outside of the city, to respond to a problem within. This causes response times to be a mess which causes property damage (which was mentioned in the original post). It provides no additional stress to the Civil Workers Union as routine workshifts would be rerouted to Union Weather Service themed workshifts. The only stress I can see is them giving the Union Weather Service a building to operate out of.

Arson within the City is handled by the Workers Union. Our activity is something I am working on, and building a new service within the city will have a flux of about 2 weeks worth of activity, before dying out.

This is an IC issue worth discussing. I proposed this legislation IC'ly and it should be dealt with IC'ly. I'll be waiting for the vote for the policy so we can have some roleplay regarding it. My final point though - I do believe this will provide loads of roleplay and is not something that should be overlooked.
