Le Collectif d’Harmonie, anglicized as the Harmony Collective, is a charitable, peaceful organization, focused entirely on the efforts of rebuilding Paris and its surrounding regions and fostering a harmonious environment in District 7. Credited with much of the District’s reconstruction efforts after the 2007 riots, they are perceived as a true beacon of light in the region- Participation in their gatherings and events is encouraged, as is any prospective membership- The Collective is always looking to grow!
Businesses that subscribe to their premium security package pay a tiny, negligible sum every week- In return, the Harmony Collective insures their stores against petty thefts and vandalism. The Collective prides itself on its initiatives aimed at promoting harmonious living, for both civilians or protectors- Therefore, these funds are reinvested in the community, through the hosting of exquisite events, aimed at kindling our District's sense of Unity. Additionally, the Collective presents several awards every month, in a bid to recognize harmonious contributions from across all fields.
Membership is free and encouraged through applications, and comes with discounts at any insured stores as well as several other bonuses! Associates are expected to promote harmonious living, follow the civil ruleset, and contribute to the community through the organization’s many initiatives, events and programs.
From the common worker to the auspicious politician, anyone can find a place in the Collective!
Le Collectif d’Harmonie was founded in 2005, a year after the Seven Hour War, amidst a Parisian period of chaos and uncertainty. It is the brainchild of three individuals, whose combined talents and connections provided District 7’s starving denizens with a modicum of food and quality of life during the harsh conditions imposed on them by the City 13 Administration from 2005 to the 2007 disaster.
From the beginning, the organization presented itself as a charitable effort by a few well-meaning individuals. It garnered support from notable ministers and organizations such as the CWU and CMRU through event hosting and awards given out to any worthy citizen or benefactor. However, the Collective’s impact was most notably felt during the 2005-2007 period, when the fabled "Mutual Prosperity Agreement" caused a severe decline in rations. Through clever negotiation tactics and backroom deals, the Founders amassed enough stashes of rations to keep the District somewhat fed during those dreadful months…
However, despite their best efforts and overwhelming support by the local administration, ministries and even Civil Protection leadership, it was not enough. In late 2007, the District erupted into full chaos, with citizenry taking up arms against the harsh conditions imposed by the C13 Administration. During this period, the Collective would suffer harsh losses- Their main building was vandalized multiple times, and two of the original Founders either disappeared or died in the Disaster. Karl Söderberg, the sole surviving Founder, elected to escape the District, vowing to return once the riots were handled and rebuild his home from the ground up. Under his watchful eye, such a tragedy would never happen again.
After the Riots died down, Karl would keep his promise. Using what remained of the faction’s funds, he worked together with the new local administration and the CWU with the aim of rebuilding what was left of District 7 into a Union-loving, harmonious Utopia where insurgency is swiftly punished and subservience rightfully rewarded. To this day they strive to be known for promoting a true sense of community, working with both civillians, units, doctors, factorymen and politicians alike to improve the District's sense of Unity- As well as recognizing worthy individuals from across all factions with prizes and awards.
Now in early 2008, with the District's grand opening in sight, the Collective expectantly awaits the influx of new residents, seeing in each and every one a prospective member.

Florian Zaborski
A polish sociologist and psychiatrist, survivor of post-war purges by his close friendship with many politicians who by luck became Administrators for humanity’s remaining cities. Seeing humanity’s liberation as an opportunity, he sought to establish some semblance of equality amongst the denizens of post-war urban centers.
Finding himself in Paris after many relocations, his vision gained traction once he met Karl and Céline. Working together, they established the Collective, slowly growing it into a respectable organization during the chaotic Riots that engulfed District 7.
Florian’s connections allowed funneling of rations throughout the Riots crisis of 2013, allowing the Collective to prosper and establish itself as a community-driven organization. He is also credited with developing many of the coercion tactics that would be employed post-reconstruction. Or, as Florian would call it, their premium security service, keeping store owners insured from burglaries and vandalism.
Sadly, Mr. Zaborski met his end when he was assassinated in late 2007 by a psychotic insurgent amidst the disastrous Riots- Yet his philosophy of safety, community and empathy lives on in the Collective, with his books lining the Collective’s shelves alongside Céline’s.
Karl Söderberg
A Swedish investor and economist, acquainted with the Civil Workers’ Union and their inner workings. A shrewd yet well-meaning businessman, Karl is known for his lavishly decorated office where he sits most of the time, willing to listen to anyone’s problems.
Long dreaming of heading a successful organization with considerable public outreach, Karl didn’t have to think twice before joining up with Florian and Céline to form the Harmony Collective. His ties with the CWU, being a former foreman, allowed the organization to thrive through surplus ration distribution during the chaotic years of 2005-2007. His financial expertise is also credited with allowing the organization to remain steadily afloat even through the harshest of times.
Karl has a pragmatic point of view, seeing the Collective as a means to improve the community and give back to the people of District 7. Both those who toil away endlessly in factories and those who diligently patrol the streets can find a place to rest and recuperate in the Collective’s events and campaigns. Like he says time and time again, “Anyone can find a place in the Collective!”

The Hierarchy
Any citizen is able and encouraged to apply for membership as a trainee by speaking to any member of Executive rank or above, even if they are already a part of an existing organization such as the CWU or CMRU. The Harmony Collective is always looking for fresh new faces!
When first inducted, one is considered a Trainee. Trainees shadow higher ranking members to learn the ropes, are taught the Collective’s inner workings, and are expected to never talk back or refuse an order from their superiors. They are usually left in charge of minor assignments such as propaganda distribution, city cleaning duties and minor desk jobs while their purpose is still being found.
After training is deemed sufficient, trainees are promoted to Associates. Associates enjoy a minor discount when purchasing from insured stores. They are mostly tasked with refunding assets like said stores, performing any favors asked of them by higher ranking personnel (Executives and above), as well as offering the Collective’s insurance services to any newly established commercial establishment. They may also present trainees to their higher-ups for application processes.
If one is deemed worthy, they may be offered a chance to apply for Executive positions. As official members of the Harmony Committee, this is the rank where one can get directly involved in planning the Collective’s activities. Executives can participate in Committee meetings, where they may propose community events or initiatives and vote on them with their peers. Additionally, Executives are able to promote trainees to full-fledged associates, though responsibility will fall on them if said promotion ends up not working out. They are also responsible for minor dealings with other ministries like the CMRU, CWU and UCB, and form the bulk of the faction’s event-planners.
The Collective’s Vice-Presidency form the upper echelon of the leadership structure. Their votes count as 2 during the Committee meetings they preside over, and they are also tasked with organising large-scale events themselves. The Vice-Presidency is also responsible for inter-faction coordination with Civil Protection and any other worthwhile ministries and public organizations, like the CWU.
The President is elected from the Vice-Presidency every month by the Committee. They hold veto power on all proposals, and are considered the premier authority of the Collective as a whole. They preside over committee meetings, implement proposals accepted by the Committee, and organize inter-faction coordination with Civil Protection alongside the Civil Administration. Presidency has a limit of two successive month-long terms- However, due to the untimely death/disappearance of Céline and Florian, Karl Söderberg is set to remain President until any Executive steps up to the task and is nominated Vice-President.
