The IRD is a directive aiming to unite the outcast or so called "Indigent".
Our mission is to overall improve the life in the slums by creating:
_Free Distribution of resource and material
_Free cantina to fight the overall famine of the Place
_And hospital for the wounded
_And equipment to protect the people during underground exploration

This movement is currently lead by a French guy named Frank, sometime he like to call him "the french fox" has a joke.
His policy is peaceful he don't want to go on an offensive with the Union.
