The Intellectual Consortium of Breenist Theory stands as an autonomously funded organization, propelled by the Ministry of Civil Protection's patronage, with the mission to instill devotion to the Global Administration. Led by the Principal, Professor M. L. Bloke, a Campaign for Obedience Official in Industrial 24. This chapter serves as the foundational blueprint for any other would-be Consortium Chapters, and Professor Bloke continues to serve as the organization's venerated Principal. The Consortium's ethos, steeped in militant discipline and unswerving loyalty, embodies a resolute commitment to the Combine's vision and the legacy of Doctor Wallace Breen.

PRINCIPLES & RESPONSIBILITY
The Intellectual Consortium of Breenist Theory's principles, deeply rooted in devotion to the Combine's vision and the legacy of Doctor Wallace Breen, have evolved into a dynamic framework that encompasses a diverse range of new and unique perspectives. Many of the Consortium's ideological terms were coined by Professor Mallory Logan Bloke, a staunch Breenist Thoughtian and Principal of the Industrial 24 Consortium Chapter.
Breenist Mysticism is the first of these unique perspectives. Breenist Mysticism portrays Breen as a complex and misunderstood hero, whose actions were perceived as a selfless sacrifice for humanity's greater good. Loyalty and camaraderie remain foundational, fostering a profound sense of allegiance among members.
Social Breenism, on the other hand, underscores the importance of adaptability to political circumstances, essential for thriving in life under the Combine's regime. This commitment to unity is complemented by the incorporation of Cosmicism.
Cosmicism asserts humanity's inherent insignificance in the larger Combine scheme, urging a reliance on rational understanding for social advancement.
Neo-breenist Thoughtism, lastly, is the philosophical framework that places emphasis on the potential for heroism within every individual, drawing inspiration from the figure of Doctor Wallace Breen. It asserts that every human possesses the capacity to embody heroic qualities akin to those demonstrated by Breen, but this potential can only be fully realized through unwavering loyalty and dedication.

SUB-BUREAUS
**Aberdeen's Aspirants**
Informally known as the Industrial Inquisition, functions as the militant arm of the society, functioning akin to a Neighborhood Watch, reporting suspicious activities to the proper authorities. It enforces a military-styled environment, preparing members for eventual Civil Protection service. The current acting Secretary of Aberdeen's Aspirants is Fyodor Obolensky.


**Collaborator Cellular Support**
The Collaborator Cellular Support sub-group is dedicated to endorsing the Collaborator's Party, emphasizing their commitment to the Party's ideals. They provide various forms of support by organizing events and actively participating in Party activities. Unlike the Aspirants, their approach is not military-like; instead, it resembles an enthusiastic football fan club, showing fervent support through cheering and other means. Their ultimate aim is to become official members of the Party. The Cellular Support sub-group is administered by a Secretary and their subordinates. The current acting Sectary of the Collaborator's Celluar Support Group is currently vacant.
  • **The Consul's Guard**​
  • The Consul's Guard is dedicated and hand-picked by the Consul to serve and support the Consul. Its members carry out tasks as directed by the Consul, ranging from enforcing their agenda to performing basic duties. They are highly secretive and selective branch that operates separately from the other sub-groups. It's said each member follows the Tenents of the First Citizen like its scripture, seemingly more passionate towards Local Administration than Global. The current acting Secretary of the Consul's Guard is Karl Haussen.​

INTERNAL HIERARCHY
  • The internal hierarchy is primarily based on loyalty tiers. A Tier 1 member cannot outrank a Tier 3 member for obvious reasons. Certain roles exist within the hierarchy, such as:
  • Principal​
    • The person in charge of maintaining the Consortium. Highly trusted. Organizes certain events for the Consortium; meetings, and gatherings. They serve as the primary administrative lead for the organization.​
Secretary
A person in charge of maintaining a sub-group. These individuals are hand-picked by the Ministry of Civil Protection.
The Secretaries report to the Principal. The Principal reports to Campaign Officials and the MCP.

<!> The relation of the internal hierarchy to the external one is unchanged. Meaning your social tier means more than your role in the Consortium, a.k.a, it doesn’t matter if you’re Principal, your tier matters more.

GENERAL INFORMATION

The Tier 0 entry limit entails several specific requirements and rules for members representing the Consortium:

Members must wear a brown jumpsuit when representing the Consortium.
Entry into condemned zones is strictly prohibited unless it is deemed necessary for work shifts.
Members are required to cooperate with both Civil Protection and the Campaign for Obedience.
Members have specific responsibilities within their respective sub-groups.
It is expected that members actively work towards advancing the Consortium's agenda.
Members must spend at least a few days in the district.
Attending at least one work shift is mandatory.

Disadvantages and punishments:

Any form of punishment, such as charges or a reduction in social credit, is doubled and/or heightened for Consortium members.
Any charges lead to removal from the Consortium, along with a loss or reduction in the loyalty tier.
Members can expect increased scrutiny from higher-ranked members of the Campaign for Obedience and the MCP.
Once joined, members cannot leave the Consortium unless they opt to join Civil Protection, the Collaborator’s Party, or reach Tier 4 or 5.

Advantages:

Members can join a sub-entity of the Consortium, which focuses on specific areas, providing more opportunities for involvement.
Members gain access to certain exclusive events and occurrences.
Privilege of participating in exclusive gatherings, public rallies, parades, and similar events.
