"My name is Ozymandias, king of kings: Look on my works, ye mighty, and despair!"

Name:
King Mathers I of Indigent
Birthdate: Likely the twenty-first.
Place of Birth: Rumoured to be Jerusalem.
Age: Old.
Height: Some say tall, others taller.
Current Location: City 24
Current Employment: Self-Proclaimed Monarch of Indigent
Elegy for the King
"In wilds beyond, land barren and waste, The dying sun sinks below the lake, Where your name is spoken with both reverence and faith, In the lands beyond the waste.
Strange are the lands, barren and waste, Where the people there are without faith, For none could tame their despairing souls, But you the challenge met, In the lands beyond the waste.
Informed are lands, both barren and waste, As you taught, we changed, our souls redeemed, As you gave us a world in which we could believe, In the lands beyond the waste.
Loud are the lands, born barren and waste, Now filled with laughter and faithful lace, For those you’ve tamed sing with songs of faith, In the lands beyond the waste.
For in the lands of waste, now fertile and holy, The people there in reverence and prayer scream but one name, “All hail King Mather, All hail King Mathers”, For the people are his faithful legion, In the lands beyond the waste."

Civil Administration: "TBA"
Loyalists: "Weak-minded and spirited individuals, knowing nothing more than ignorance and treachery. When cornered, rather than fight or flight, they instead choose submission and slavery. They have betrayed what it is to be human, selling out their brothers for digitalized points on a computer screen made to placate and satiate them, and for what? The death and destruction of our species?"
Civil Protection: "Self-proclaimed peacekeepers who bought into the narcissistic arrogance of their so-called benefactors. Filled to the brink with sociopaths and sadists, their members do nothing but plunder and reap the rewards of the trying citizenry they claim to protect. Do any of them have empathy? Has one ever had a single human thought of their wrongdoings as they lay waste to their kind and execute their fellow brothers for the pettiest crimes? Could they be misguided flock or monsters in uniform?"
Civil Workers Union: "The industrial backbone of the city. A conglomerate of distinct, specialized divisions, assigned with the micromanagement of many fields. I have seen no worse organization than this one regarding workers' rights, health, and safety. Being the industrial backbone of the city and having de jure market dominance, they are undoubtedly perpetrators of the Combine's atrocities and thus are all guilty and treacherous scums by default. I could almost feel pity for the death marches of their leadership in this failed, loosely managed organization if it weren't for their wretched, warped, and sadistic personalities."
Civil Medical Union: "As vital as essential medical workers may be for the health of our fellow citizenry, this organization could not be any more incompetent or outright corrupt, all while slaving away under the pressuring tyranny of the Combine. Does this organization have no standards or quality control? Have they never heard the phrase "patient confidentiality?" Incompetent bickering fools, harming both criminals and loyalists alike."
Bureau of Enlightenment: "TBA"
Ministry of Commerce: "TBA"
Citizens: "A collection of people who vary from the worst of us to the best of us. They are citizens of the Combine, either through the participation of their own free will or by force, subject to penal labour and harsh dictatorial laws like the rest of us. Insignificant, weak, and frightened. That is the average citizen, someone who is pulled along by forces other than their own. No one man can make a difference, but we are not one man. No King can rule without the power of the people who put him there. Together, you make a difference. You are strong, smart, and fearless.
You are an unrelenting mob capable of vanquishing even the toughest of enemies. There are a few of you who dissent, rebelling against human passion, love, and freedom, subjecting themselves to the Combine's slavery and to forever have their flames vanquished... But the fire of an army is strong, and those vanquished matches will be re-lit, absorbed, and burnt by the flames of freedom and rebellion."
Resistance: "TBA"
King's Followers: "...Ah yes, my faithful flock. True believers in my cause, expressing the utmost diligence and humility in their worship. They are brothers in arms against the unending army of Snitches and Loyalists, protecting our black and white brothers in the slums who are just trying to make due."
Les Paquis 24: "Traitors, thieves, rapists, fascists, and a variety of other scums. I don't know if the people who wronged me still live or if you even exist anymore, but I haven't forgotten what you've done to me. You owe me a debt, and it must be repaid."
With the death of your soldiers and leadership, those of you who still live will be hunted down for the rest of your days, to scavenge for scrappings and live in constant fear of the King, his legions, and the good-willed people of Indigent.
Sanctum of
Indigent's Autonomous Committee (IAC): "TBA"

Character Relationships

--
Al Shamal Sarrai: "Ambitious, yet slow. Though incapable of leading for himself, he is still a worthy friend and asset."
Lawrence Peterson Cooper: "Just like Al Shamal, though smarter and more pragmatic and practical in his approach. He isn't carried by idealism, and he isn't prone to fantasizing. He's a realist and pragmatic in his thinking. He looks up to me too much, though, and if it weren't for that, he might make for a fine leader."
Spencer Walsh: "A trustworthy friend, for anything non-criminal related."
Darius Goodmen: "Scum that doesn't have the word discretion in his vocabulary. Thinks his friends will save him."
Hugo Ross: "A pitiful idiot grouped in with a group of even worse idiots. Idiot number one."
Daniel Levy: "Treacherous idiot who seems to take everyone he meets for a fool."
William Osborne: "Low-tier loyalist who wants to stick their nose into everyone else's business."
Arthur Hastings: "A popular dentist, so I hear. Formerly affiliated with a group known as the "Guard of Consciousness," or GNC. Nothing more about him.
Ron Goodfella: "Some bigshot loyalist undeserving of my attention."
Kevin Campbell: "One day, my friend, one day, I will release you from the pain of life."
Sleiter Bormann Shimmer: "Though I admire his business model, he is a fool undeserving or incapable of being trusted. His fanaticism and absolute love of Breen and the Combine make him a truly pitiful idiot."
Barney Peterson: "What a fool."
The Bons (Vince & Houston): "Idiots."
Cyrus: "You aren't particularly favoured by your kind, are you? Titles, power, and ambition can only do you so much... I should know."
Mine: "Resourceful Japanese fella from what I hear. Low-profile but rather liked, it seems. Affiliated with quite the interesting people and groups."
Mirek: "Just like Mine, however more discreet and with zero reputation to go on, it seems. Very sketchy, to the point where you make people uncomfortable."
