THE MINISTRY OF CIVIL PROTECTION
"The harshest tyranny is that which acts under the protection of legality and the banner of justice."
WHAT IS THE MINISTRY OF CIVIL PROTECTION?
The Ministry of Civil Protection is a global administrative entity concerned with the "safety" of civil society, often working in tandem with the Combine Overwatch. In reality, the foremost objective of Ministry revolves around maintaining a state of obedience and control of the human populace through propaganda and forced compliance via its constituent Civil Protection metropolice force.
A couple of months after the Seven Hour War ended, the appointed interim Administrator elected to establish an organization responsible for ensuring the contract between the denizens of Earth and the occupying Combine forces is upheld – an organization charged with controlling, surveilling and oppressing the remaining human populace in the interest of the Combine.
A false name was adopted as a part of Breen’s scheme – a way of dispelling fear and concern stemming from the recent planetary annexation while also stowing confidence and faith in the new world order. Thus, the Ministry of Civil Protection was created.
INTERNAL ADMINISTRATION
The Ministry of Civil Protection's internal administration exists as executive figures, pushing agendas and reforms from the top to those below. They also act as liaisons to the local administration.

Overseers: Overseers are city-level executives appointed by the Minister and tasked with overseeing the human Overwatch Forces and all Ministry activity in their assigned city. They rank below City Administrators and act as their security advisors.
Commissioners: Commissioners are local leaders selected from the citizenry by their respective city's Overseers to publicly represent the Ministry and exert its influence in districts of particular importance. They direct the local Campaign for Obedience detachment and must closely coordinate efforts with Civil Protection field leaders to manage the Metropolice's budget to organize logistical affairs and internal events. Commissioners also works with local administration, proposing legislation on the Ministry's behalf and vetoing any that go against the Ministry's and Combine's goals.
DEPARTMENTS
Combine Cooperative Communication
The Combine Cooperative Communication was one of the first established departments. It is the propaganda arm of the Ministry, responsible for creating propaganda and related operations in order to promote cooperation with the Combine.
The CCC's propaganda predominantly focuses on glorifying the concept of unity with the Combine. They are credited with popularizing the notion of "combining" humanity with their newly emerged oppressors, possibly leading to the birth of the colloquial term – the Combine. Unlike its colleague departments, the CCC doesn’t have a presence outside of City 17 – the headquarters of the Ministry of Civil Protection. Instead, it operates by delegating the management of its endeavors to the departments with a presence on a local level.
Lately, their most noticeable effort was the creation of the Campaign for Obedience, a coercive initiative designed to promote obedience and the Ministry’s dogma throughout urban locations affected by higher levels of anti-civil activity. The Campaign functions as a strategic platform utilized by the Ministry to unabashedly propagate its doctrines, employing various tactics such as indoctrination, coercion, etcetera.
However, its scope extends beyond mere propaganda dissemination, encompassing a multitude of objectives aimed at consolidating power to the Ministry of Civil Protection. The Campaign is used to assert the authority of the Ministry, cultivate loyalty among the populace, and advance its ideological agenda – a thoroughly sanitized pro-Combine ideology with minimal pre-unification influence. It serves as a tool for mobilizing support, rallying citizens behind key initiatives, and reinforcing the legitimacy of the ruling regime. In essence, the Campaign represents a comprehensive effort to exert control, ideological or literal, over the populace.
Asset Acquisition
Asset Acquisition is a department tasked with the selection and processing of candidates slated for service under the Ministry or Overwatch, including those earmarked for transhumanization, conscription, recruitment into the metropolice, participation in initiatives like the Campaign for Obedience, and internal departmental recruitment.
Asset Acquisition consists of trained interviewers employed to identify and evaluate candidates’ capabilities for voluntary or assigned roles, using information gathered through their own interviews and through surveillance.
Despite being the smallest department, Asset Acquisition is a crucial one – supplying Ministry and Overwatch organizations with manpower.
The Metropolice
The militant arm of the Ministry – known as the Civil Protection in the public sphere, the Metropolice internally. It is the new world order’s prime regime enforcement force; a militarized police-esque organization of sparsely trained thugs internally dubbed the Metropolice whose primary, if not sole, purpose is to oppress their own species in the interest of the Combine.
Despite the cordial public self-designation, the Metropolice aka Civil Protection doesn’t hide its motives – it’s an oppressive occupying police force through-and-through, evidenced by the violations and atrocities committed daily as a part of its standard operation protocol. The Ministry coerces the populace to enlist by offering vastly improved living conditions and privileges not available to the citizenry; such as sanctioned interaction with family members and much more.
Internal Affairs
Internal Affairs is a primary department tasked with the investigation of dissidence within Combine organizations on Earth – from local administration and its constituents to armed forces such as the Metropolice and Conscript Reserve, involving themselves only when prompted by their superiors, local Administration or when the situation grows especially dire.
Members are pulled from a pool of veteran rank leaders with a history of loyalty and facilities that prove useful, like proficiency in interrogation and leadership in order to assist the local force's command – forgoing grunt work for internal management pencil-pushing.
In addition to their primary duties, they handle a myriad of local security affairs and are responsible for managing initiatives like the Campaign for Obedience and advancing the Ministry's agendas in their stations.
ROLES
Inspector: Inspectors -- also known as investigators -- are deputies of the Ministry primarily tasked with Metropolice internal affairs, inspecting the force for breaches of protocol, auditing their members, hearing out appeals for disciplinary actions, and helping direct their Campaign for Obedience detachment. Inspectors also liaise with other local organizations and investigate them when prompted.
Community Facilitator: Community Facilitators are low-grade, district representatives and propagandists of the Ministry incharge of the Campaign for Obedience initiative, community outreach, investigating collaborators, and reporting findings to party leadership. They are granted protection from unauthorized metropolice interference. Facilitators are chosen from a civilian pool due to their past involvement with politics, propaganda dissemination, or simply because of their aptitude in the aforementioned sectors.
Branch Associate: Associates generally have no authority or protection from the law and report to Community Facilitators as their interns and assistants, helping with day-to-day duties and carrying out more unfavorable grunt-work.
INTERACTIONS BETWEEN THE MINISTRY
The Ministry & Civil Protection:
The Ministry of Civil Protection acts as the governing administrative body. Basic regulations, protocol, logistics, internal & external affairs are all handled by the Ministry, while its constituent Metropolice and its command deal with managing the force and enforcing the law.
As long as baseline functions and protocols remain intact, Captains wield ultimate authority over their garrison, with the Ministry intervening only in cases where these standards are not upheld.
The Ministry & Combine Overwatch:
In pursuit of the expansion of Combine dominance, the Ministry works closely with the Combine Overwatch and its advanced artificial intelligence. While Overwatch assumes responsibility for commanding and managing the troops with minor human involvement from the Overseer Councils, the Ministry is mainly concerned with the recruitment of transhuman and conscripted soldiers.
The Ministry & Civil Administration:
The Ministry of Civil Protection maintains a hands-off stance towards the Administration, allowing it autonomy in its operations and refraining from interference unless prompted; either by request or if the Administration impedes the functioning of security forces -- the Civil Protection and the Combine Overwatch.
