Terminal Seven, formerly known as Vladivostok, lays in ruin. A reminder of one of the regime's earlier failures. The port is plagued by an economic downturn, a lack of basic supplies, and poor living standards. The commoners are put to backbreaking labor on an empty stomach, with minimal protection from the elements. Few can withstand the brutality of frost.

The technocratic emergency government, directly directed by the empowered Embassy of City Eight, works relentlessly to set the groundwork for the terminal's future. What will occur at the conclusion of their two-week plan is the transfer of executive authority to the nominated representative of the citizen... the Chairman of Terminal Seven. The chairman is accountable for guiding and dictating the direction of the city. Many uncertainties beset the city, as they will be answerable for the terminal's fate. They must maintain a delicate balance among the many interest groups: collaborators, citizens, unions, and City Eight representatives. Ignorance or resistance among the elite may prove to be their undoing, as they do not enjoy the benefits of immunity from impeachment among their cabinet and legislature.

The frontiersmen and women turn to the strong to bring them back to life.

All applicants must have a GOAL. The goal in question reassures the CCA Lead that you have ambitious plans, as opposed to just wanting the coveted throne. The CCA Leads must OOCly verify that YOU the applicant is fit to OOCly run the faction. I've no intention of interfering with the goals submitted, however, you must show me you plan to do SOMETHING.

REMINDER. Be 'cautious' in how your character displays their campaign. Remind yourselves that the Ministry of Civil Protection and the Combine are watching your candidate. Anything otherwise considered 'against' the Combine's basic interests ex. (calls for total democracy, abolition or reduction of re-educations) will likely be punished accordingly IC. Take note this is an OOC Application and nothing displayed here will be taken IC, other than the fact your character is 'running for office'.

Furthermore, there will be additional scrutiny placed on each player compared to prior elections, given they will be at the forefront of both the Terminal and Citizen Roleplay. Candidates also have the ability to declare a 'running-mate' alongside them or appoint one at a later date. The exact role in which they'll play will be subject to debate, but they will be next in line if the existing Chairman is impeached, killed, or departs the server OOCly.

Furthermore, all applicants must be existing characters on the main server, of T3 status or higher. No authorizations will be granted under any circumstance.

- Utilize this space to outline who your character is, their campaign, their name, along with their tier. - Advertise who your character is, and what they plan on doing 'in the public view' for people to see OOCly. The more creative and detailed the better for the people to gauge the aspirants.

Untitled-2.pngWe find ourself placed within the confines of Terminal 7. A desolate wasteland with a dysfunctional infrastructure. One can only ask himself what led to the curret state of affairs. We needn't look anywhere, other than ourselves.

While considerable progress has been made in the past, it cannot be denied that the common man has grown complacent. Dependent on extravagant meals and a lavish lifestyle. Instead of going forwards, we crept backwards in the face of progress.

What do our benefactors think of it? They have taken the pragmatic approach by reminding us that progress comes with work. Work, comes with discipline. Something which we lack.

Yet it isn't just our fault. Time and time again, anti-civil elements proved to be involved in our affairs. Be it indirectly by acts of vandalism, murder and bombings, or infiltration, we cannot allow this to stand any further. We must be more vigilant. More goal-oriented and more productive.

We must redefine what it means to be a collaborator. The collaborator from tomorrow must be sculpted by the new work ethic and etiquette to distinguish himself from the pretenders, while rebuilding what was once lost. Preservation remains paramount.Untitled-1.png

Open Letter - Takeo Nakamura
Dear citizens of Terminal 7; over the next couple of weeks, a wide variety of candidates will emerge with the same rhetoric you've seen hundreds of times before: vague, self-aggrandizing promises, slogans written in flowery language, evocative calls to actions and, somehow, a new way to spell "law and order". Ask yourself: what ideas are they actually putting forward? What tangible benefits will they make to your life? As it often is with these wannabe statesmen and women, the answer is nothing. Faced with adversity, class conflicts, rampant terrorism and a stagnating economy, they do not vow to address these problems. Rather, they make themselves complacent in them. I've fought tooth and nail to drag our great society to success. I've got the battle scars to prove it. And through it all, I've known but one thing: The enemies of progress never succeed. My experience as an economist has made me weary of both unfettered capitalism and socialistic adventurism. My resolve as a militia commander has made me realize the importance of our armed forces. My record as a statesman in previous districts is among the cleanest in recent years. My campaign focuses on solutions proven to work, not superficial beliefs. An administration of efficiency, not of decline. Between the two, I know what I'd choose.

- INTRODUCTION -

My name is Mikhail Zakharovich Roshkov. I am seventy-five years old.
Throughout my life, Terminal Seven was my home- A beacon of prosperity and stability across the Pacific.
Today, it is a rotting carcass, desperately holding on for its life.
We are given every tool at our disposal by our Benefactors- And we still fail.
Not anymore.


- STABILITY -

Every day we find dissent amongst our peers. Mere days after our arrival, outland accesses have been blocked by unknown forces. In spite of our current situation, certain elements refuse to co-operate, even if it means death for the entire district. One must put aside petty ideological differences, and understand that our very lives are at stake.

Our brave Protectors find themselves in desperate need of adequate protection- A conscript's military uniform does a better job at safeguarding against the cold than a unit in full gear. This is utterly unacceptable, and likely one of the many reasons morale seems to be dwindling - If we can't keep our defenders warm, what on Earth are they fighting for? Similarly, those devoted to the Union, who have spent hours slaving away for their tiered armbands, find little to no comfort in this desolate hellscape. A tier four loyalist receives the same slop in their ration packages as an underclass citizen.


My main priority will be to assure those who have made sacrifices for our continued survival are rewarded for their efforts.

- SUPPORT -

Gone are the days of fighting for office spaces and keeping secrets from each other - People from all walks of life are dying in the streets. We have multiple departments, each with their own tools and specializations, and each able to aid one another in various ways. Our scientists can certainly focus on improving clothing insulation for units and civilians, and we mustn't forget our doctors' plight, keeping whoever they can alive with little to no supplies available.

It is hard to ignore the role of the Civil Workers Union in the coming efforts. Our workers will be working overtime to keep the city warm, repair the crumbling infrastructure, and assure everyone remains well-fed and safe from deadly storms. I will assure our warehouses and hospitals remain adequately staffed and equipped, even if I myself have to slave away for hours in front of machines and terminals. Additionally, through C.W.U. liaisons, we find a renewed use for the underequipped Conscript Reserve, who at this point boast better protection against the elements than any other department.


Supporting each other is key in these trying times, lest we allow history repeat itself.

- SURVIVAL -

However easier it would be to ignore those freezing and starving on the streets, we cannot turn a blind eye to the struggle of the common citizen. These are the ones that keep our stores in business and work cycles running like clockwork. Though priorities must be taken in regards to certain aforementioned issues, Terminal Seven's streets remain rundown and barely safe to walk in, and the apartment complexes are nearing sub-human living conditions.

One of the final stages in my reconstruction effort will be to equip every living quarter with heaters and stoves, along with a full refurbishment of the local water distribution system. If our plans come to fruition within the inner city itself, I intend on extending this effort into the so-called "slums", as a way to pacify the locals and ensure the entirety of our Terminal remains secure.

I have lived here for over forty years. I have seen local administrations, both before and after occupation, come and go due to their unwillingness to address the dire issues I present in this application, either due to gross incompetence or simple lack of will to act and do what must be done. I have seen the rows of men and women in uniform willing to give their lives for our greater cause, as well as their efforts withering away into nothingness in lieu of vapid speeches and sanctimonious attitudes.


It will not happen again.
Our Terminal must survive.

Commerce
We cannot take an isolation-approach to our predicament- the world has become more connected than ever before! We must be prepared to utilise the resources present to prove ourselves a dominant force on the world map, making our mark and ensuring our influence is cemented on the stage that is this Earth! Those who are wanting of our goods, just as we theirs, shall be contacted and bartered with to ensure a lasting relationship is bound with our surrounding populace. A true Union to be proud of!
- Actively promote events to affect Terminal-7 on the world map.
- The Workers Union will gradually have orders from other cities and settlements to fill, won't only have to focus on this location.
- Rebel players will have the ability to tamper & sabotage trade routes to other settlements & cities.

Adaptation
This brave new world we are forging should not be dictated by only a small-group- it should have its voice heard by all! To adapt to the growing need of the many, we must grasp the few from each community to forge a strong council which will regularly charter new laws and regulations to be followed by the populace, ensuring we are all on the same-page towards progress!

- The growing-cold will only get worse, workers-union and other active participants will need to ensure the city is equipped to deal with the coming frost.
- A council will be forged which will regularly vote on new laws put-forward by the sizeable factions of the city, all the way from the citizenry up to the civil-protection.

Exploration
This frost-covered land reeks of opportunity for vast exploration- diamonds in the rough are sure to be discovered should we make the effort! While we have not ascended to the starts, we can still aim to dominate what we once had- we must embrace the storm that is coming and expand our resources before the frost overwhelms us! Regular groups of those lucky enough to pioneer this community shall be sent on expeditions to locate valuable resources and settle elsewhere, making further journeys that much more efficient!
- Expeditions will be regularly planned for the expedition server- participants will be visiting POI laid-out by the creative team on behalf of Terminal-7; what the participants find there, they will decide what to do with.
- Settlements around Terminal-7 will be formed to promote trade & faciliate further events.

Culture - Enlightenment - Entertainment​
An unnecessary step as we move forward into our new lives. The worker does not have time or energy to waste on music, gameshows, or comedy. The truth, the weather, and fixing humanity's burdens is all that matters. Subjecting ourselves to unproductive events will be the means of our undoing, and be the downfall of Terminal 7 and its residents. We cannot spend time and money setting up these hobbies until we are in a safe enough position to survive the weather and food situation.

Commerce - Budgeting - Trade​
It becomes clear after every axe swing, every ration, and every time that the fire that keeps us alive falls cold - we are in a new place. This new thing, cannot exist if we do not expand ourselves beyond what we have been assigned. It is our duty to maintain proactive behaviors, and encourage the people to turn what resources they may find into the Civil Workers' Union so it may be put to a better use. Selfishness and internal trading, or any actions otherwise that result in resources being wasted should be a criminal act. We must ration our food, supplies, and heat scarcely. The Metro-Police Force, Civil Workers' Union, and Ministry of Progress should take a forefront in budgeting due to; general security, and enforcement; production, preservation, and trade of resources; and cultivation of agricultural foodstuffs respectively.

Legislation - Loyalty - Council​
The security of our people and Terminal 7 as a whole cannot be entrusted solely to individuals solely because of personal opinions and not the validity of the concern and how potential laws could effect the community. The Collaborators' Party and the Government should not inherit one another and remain separate entities. Loyalism does not immediately qualify capable lawmaking or legislative abilities.

Weather - Prosperity - Survival​
The predicament we are placed in as those trusted with the re-establishment of Terminal 7 as a functional territory. The people; collaborator, civil protection, or common citizens are equal in the threat they face by the Xenian malignancy and its effects. We should not separate ourselves by class when it is a collective effort for survival in this harsh terrain. We all have our separate roles, but should all carry our own weight.​
