The resistance faction is quite in a pickle they are under geared, over ruled and generally just cucked to the point that the group of 5 russians that joined a few weeks already gave up on the server because of how stupid some of the rules are.

Sweeping / Raids

Bases are more or less warehouses for gear as doing anything more than hoarding guns & resources is asking to get your character pk'd. Why do you ask?

I will make a checklist for you to make this seem easier

If you ticked anything here consider yourself arrested , pk'd , nlr'd with no refund because CPs can breach into any and all bases to capture someone.

Whether you did a crime or not during the moment, your base will be sweeped. If you are AC / BOL'd consider yourself arrested and even PK'd. If the base wasn't your groups already consider that action now a raid allowing CPs to confiscate everything inside that base no matter what due to the simple fact that secret lockers no longer exist inside bases.

Alright... so you can't stay in the base if you are wanted because CPs can willy nilly go in there during random sweeps / credible sweeps. "Valid IC information" is super vague so it could be a rumour or someone saying that a guy had a hatchet in the slums (Why the fuck would that allow a CP response of 5 ,breaching into every apartment room in the slums as well), or even worse... *bad faith* by simply lying stating that it was valid enough.

The whole meta base , secret base stemmed from the fact that you would have entire groups sitting inside bases that couldnt be attacked without solid proof... instead we replaced it with bunkers that did not remove the issue because now you would have the entire rebel scene inside the bunkers because being inside a base was a death wish to some certain extent which needs a change because what is a base now other than just a glorified warehouse with a few fancy props?

A fix? Give them limited amount of buildings they can penetrate into to find someone if there is no IC information based on this so instead of having a group of CPs breach 10 bases to find one guy they have to choose 1-5 based on the severity of the crime.

The rules are too vague and too much freedom is handed to CPs allowing them to do a lot more than what is thought. The only thing that is stopping them from being too ridiculous is the "Good faith" rule.

Everyday now there is at least 4 sweeps which doesn't help any of this nor is it healthy for the rebel side of things
TL:DR : There just needs to be something more against random base bashing until mission success.

So... partisans are dead as of yesterday during the creation of this post several high ranking end game rebels have been PK'd / detained. Thats fine thats rebel life. What's not fine is the way they died. CPs running around with MP7s and 50-100 armour which sounds fine until you realise that 99% of the resistance can't get tier 2 armour (This also goes for broken CP suits as you need a BP for that as well...) to stand against CPs without a shitty auth for a blueprint or a dangerous expedition / active BMD.

This ones gonna be shorter because its legit what divine posted a few weeks ago but ignored. TL:DR CPs shouldn't be running standard gear for what would be the best gear for rebels when nothing is happening.

Either start letting CWU make your equipment so you have a limited supply of it or don't fucking carry the same high level gear for the next 4 months after what could be said as the catastrophic death of several rebel groups / end game rebels.

The city needs to get punished for wasting resources yet CPs have basically infinite resources.

Imagine this you do a shootout with cops. The captain with 100 armour responds, rank leaders with 75 armour responds and 5-7 other CPs with 50 armour responds including 2 stand by grunts with 75-100 armour responding. What the fuck can a rebel exactly do? In -fact what is the faction meant to do when what is supposedly a faction culling is in bound? This brings up to another post why do anything on main when everyone supports the idea that the city cant be heavily punished due to the mindset that it would let a rebellion to happen easier. What do you do exactly other than sitting inside the bunker planning the next expedition?


There is probably other things I can mention but i'm too lazy. The faction is getting cucked and its really showing the colours on the server.






 
Valuable mention here is that CP armor was increased across the board after the Partisans proper killed about 15-20 units in a weekend during two failed sweeps. That change was never reverted despite us (to my memory) agreeing to do so verbally with rebel leads after the Partisans were wiped out in an OTA sweep. I know a great deal about this as I was an RL who advised on the changes, as well as one of the Partisans in question.

That was back when we had like 7-8 guys with maxed out equipment mowing down CPs that used mostly pistols. Since then, I have observed in the CP discord that there is a definite push towards maxing out the amount of i3s to promote maximized weapon use, and generally maintaining the edge despite the last 2 weeks having more rebels killed than probably the last 3 months (not counting yesterday's incident).

Also worth noting that the Partisans rolled out specifically to kill cops, whereas the situation yesterday was from an admin mission given by the rebel leads. In that situation, there were maybe 2-3 rebels with kit fit for fighting units with 75+ armor. The average rebel I've seen the last 2 weeks has a Bastard SMG and is in no way fit to even compete with average MP7 cops.

Armor changes definitely need to be reverted in line with what we agreed to with the rebel leads a while back.

@bravo Since you are an RL at the current moment. I would like to hear your take on sweeps or more so base bashing as I call it. Do you find problems with it or are you fine with current operational standards?

I am not 100% up to date on the sweep policies, but historically we have been discouraged from opening group locked doors without a specific reason. That's not to say we never did, but I can recall plenty of times where an admin told me on a sweep to void entering a group locked base.

Given the container rules, I think it is largely fair (as the item loss is minimal to none without a sweep reason for that specific base). The problem is mainly with the map. Speaking from experience as a rebel who has evaded sweeps successfully on this map, AND as a CP who has led successful sweeps on this map... it's very bad. If every single door is kicked in on a sweep, rebels basically have to hope they were in the bunker / had contraband stashed before the sweep started, or they have to hide in a map corner of the sewers and pray nobody sees them.

Most of the doors are also concentrated in a single building on the surface or in one hallway in the sewers, so I think the bases have been more clumped up than on any previous map I can remember. Makes it a lot more of an in-your-face issue when they go into the campfire slum building and kick open 90% of the bases on the map.
 
I wonder if it’s worth exploring the idea of really treating the slums like the hood. Maybe CPs don’t respond to petty stuff. Like a dude with a melee weapon or like one or two gunshots here and there. Maybe just scanners unless there’s a more significant event? I’m just kind of spitballing here. It seems like if it’s just slummers killing slummers or fighting necrotics that would benefit the Combine. It could offer more roles for MCP agents to do some CIA shit and sew chaos and infighting among rebel groups too. Like psyops big brother pulling the strings type stuff.

Personally, really don't like the 'mini-outlands' vibe some others do with the slums. Its just really hard to take the 'oppression' of the system seriously when the Combine are effectively pushed out or otherwise not in control of half the city they supposedly have an iron grip on.

That’s a really good point too, I feel like maybe there’s a happy medium somewhere that fits. I’m not saying turn it into the Wild West of course.

That's what the slums is... It's a mini outlands thst the cmb can't contain fully due to how full of zombies or antlions it is, look at the slums of half life alyx, it's the same thing, they constantly send teams to clear out areas bit by bit or push back the swarms but it's too difficult and at times those teams end up wiped out.

There was no slums in half life Alyx. That entire area was just a containment zone which was completely sealed off. There was no legal citizen presence at all, the one guy we see is getting executed. Another is a hidden vort. Only living human was in the brewery but he wasnt a citizen. Think what you will about slums but HLA had no such concept.

Again this whole point that the secret gestapo CPs have to have 100% authority over everything including bashing through every window, door and vent to find one guy with a hatchet in the slums 💀

I really like scoofers idea as it means there is more roleplay at hand than lets say 8 different sweeps. Interesting take from redhot whos been playing everything but a rebel main... If you really want to make it very harsh on the citizens in the slums they (CPs) should also receive very serious punishments for busting into the slums no matter what because right now what exactly is a rank demotion and a new face to a CP?

To be fair, if you follow the Half Life world to a T. No one would stay in once city for more than a few months. A lot more people would be amputated for small crimes etc. I have not been here for a while so correct me if I am wrong but, it seems Willard sort of has its own lore and its own interpretation of the HL2 universe.

Yes this is correct and the problem is everyone keeps throwing around the point that willard should be closer to a wolfenstein esc world. We saw T7 and how brutal cops were and we also saw how the playerbase tanked to what, around 10-20 players as the average on a good day.

Sure, not saying we should either. I'm just pointing out there was absolutely nothing comparable to the slums in canon. While you can't run it totally aligned with canon, you also can't start assigning Willard-esque traits to it, in order to loop around a justification for something being there.

And look, being real, even though I don't play a rebel character or spend much time in the slums. A recent-ish trip to the slums saw me encounter some pretty silly antics, that were all completely pointless despite their danger.

Needless to say, some slummers can just act kinda dumb. This is mostly an IC thing, but occasionally doing stupid things is an OOC affair as well - lets face it. I dont really care about what happens to the slums overall, its not really my playground, but making it a literal 'outland' of sorts, just to accommodate that sort of thing seems a bit much to me.

It just detracts from the Combine *feeling* like an oppressive force when you can visit your local city-outland, totally legally and without any problems whatsoever. The specifics, are beyond me, but I just don't like the general idea of that. I feel it does damage to the overall setting. It's fine things being more lax over there for petty crimes and disturbances. Beyond that, I feel it gets a bit eeeeh.

Far as balancing is concerned, its Willard. The balancing is and always has been pretty ass. S2K has never been 'balanced' to my knowledge, so really that's not a new issue. Sometimes rebels are OP. Sometimes the Combine are. It goes back and forth. Can't comment on how it is now though.

Okay beside of making it more lax on crime. What do you say about the bases proposition or what sort of opinion do you have if you have any at all about the base bashing or the fact that CPs ram through 20 bases just to find one guy (This is real im not pulling shit out of my ass)? Bases aren't bases in willard unless its the bunker so i'd like to hear your take on it.

also you can keep the oppressiveness by simply sending dispatch drones more often rather than sending in death squads of CPs. Some guy has a knife out and they got snitched out? Send out several dispatch drones. For small crimes it should more or less be a dispatch drone flying around rather than a troop of CPs rushing through. Imo its scarier knowing a bee that is able to do more things than a CP is above you when you dont realise it
 
Im saying this specifically as today right now maybe for an hour long CPs searched both sewer and slum apartment bases (basically the whole map) for shotcoppers. Are you interested in allowing the continuation of such activity or do you think it needs a re-modeling?

Limited insight, but heres my take based on how it *used* to be at least

The issue with bases on a meta level is they take up a pretty considerable portion of the slums/sewers. Any nook that can reasonably be considered non-essential hallway can and will be turned into a base. This kinda becomes problematic in the sense that bases start to 'infest' the playable area, genuinely changing its landscape. I've not been inside the slums apartments, but I'm willing to bet more doors than not are some form of base with a lock.

I'd imagine this catch 22 is present
1. Fuck rebels over by: Not allowing them to hide in any 'meta hidden' location, effectively locking off potentially a quarter of any useable spots dotted across the map.
2. Fuck CP's over by: Disallowing them from breaching anything with a lock, unless they can somehow confirm that person they are after is related to it. (A very rare state, I'd imagine.)

Either it becomes nearly impossible to hide due to a lack of space. Or it becomes nearly impossible to find anyone cause half the map is a metabase waiting to be hidden within.

If I were to throw a limited thought idea out there, I'd keep the ability to hide within bases, and CP's ability to search them without being able to mess with anything inside, unless someone used it. However, CP's could be limited to a sweep timer, similar to how rebels have a crime timer? Particularly if the person they're searching for didn't attack them. Could have the timer based on sociostability. Feeds into the 'Combine waking up' theme. Really small on blue. Pretty damn long on red.
They have the option to boot open however many doors they want, but limited time to search before being mandated to pull back. Could be a good idea, could be pure ass. Not deep enough into the scene to know the base details.

Hiding within the bases is dumb anyway. There’s only a few spots you can lock doors and the combine go there pretty quick. If you’re solo on crime timer and get a head start into the sewers there’s like a 80% chance you will not be found. The struggle is that if someone does something to warrant a sweep and you’re on AC/BOL or just in your base chillin. You are screwed.

This is the part I want to emphasise. Regular players that aren't the reason for the sweep are getting punished for something one guy did resulting in several arrests and potential PK's. Though still I dislike the fact that they go bashing through everything even if we put a shackle with lets say a timer because all they have to do is split in groups of 2 / 3 to kick down every door in the server within 5 mins
