Our Objective
The beginning of the rebellion across the Earth has caused a massive influx of refugees from many of the cities - as well as those living in the outlands - into the arms of the Insurgent groups that are fighting against our Oppressor. Logistical problems now arise as Insurgent factions have to begin to house these people, with varying difficulty. No one individual is the same, and each one has their own respective needs.
It is this problem that we - The Refugee Humane Society - aim to aid the Insurgent group of City 24 with:

- The identification of the Refugee as people in need, or malicious actors intending harm to the Insurgency.
- The processing of the Refugee, as we meet their needs and train them into useful members of the Insurgency.
- The integration of the Refugee into the folds of the Insurgency to aid them in their goals, with whatever skillsets they already have, or may be taught by the group itself.
Our Values
We believe in one foundational value:
We ought to have sentimentality over every human life, as we all share the same burden of death and suffering.
The suffering we are privy to does not come only from our Combine oppressor, but also the Xenian flora and fauna that has invaded our nature. The Portal Storms that existed before the arrival of our invader. The many malicious actors that exist in the wilderness; products of a world that for so long was on its dying breath. Even our fellow man can be a source of suffering, as we strive to find a new home in a ravaged land.
This one singular burden we share, asks of us to have empathy towards our other fellow, whether had they been Loyalists or Slummers before the beginning of our rebellion; whether they were Civil Protection or Anti-Citizen; whether they were Collaborators of the Combine, or Leaders of the Insurgency. Our aim is to remove our common Oppressor from his position of power, and should that goal come to fruition, we ought to bear no issue with our former Master. Our responsibility then is what comes after the fall of the Combine; the hordes that laid dormant under their rule. A new source of suffering for mankind that we must fight against.

Our Relations
The Combine rule is the main source of suffering for all mankind. We ought all do our very best to reclaim back our freedom from such an apathetic and vicious oppressor. Our alliance with the other rebel groups and Insurgency as a whole shouldn't be stated, as we both share equal goal of exiling the Combine from our world.
The Refugee Humane Society will be engaged in alliance with the main groups of the City 24 Insurgency. We shall aid them in any way that we deem ourselves capable, offering the services of the refugees in exchange for protection and asking only for empathy towards the refugees that the Insurgency houses.
