THE SKULL RIDERS!

A group that can be determined as bandits, as many symbols of a skull and bones have appeared through out the sewers and slums. Either as promotion, showing they exist, or a threat. One thing for sure is, the leader of this group is very ambitious.

What is known, at least from those who came from city-13, is that they mug loyalist and regular citizens. Underclass they seem not to care about.
Their 'goals' are purely to wipe out the rich, and create an Anarchist Society. They believe in defeating the combine is purely not to take them out at all, and simply live a life of crime and try to live a real risky life style. A group known as 'The Hunters' in City-13 attempted to destroy this group many times, and had multiple clashes and told stories on how they were terrorists. The Skull Riders will tell you that they were merely mugging people who deserved it, and harmed no one. Whatever you choose to believe, rumor of the Hunters is now a mere mystery and was last sited in what remains of City-24. Yet the Skull Riders remain.​
 
skulls are too small. how can they ride skulls? maybe if they were dinosaur skulls idk but they don't rlly move.
 
Oh cool, now we have Makhnovists in Geneva. Gotta go find an angry nerd with glasses so he can eventually decide to give this group the Trotsky treatment :troll:
