We all love them, some more than others. (Seriously, this is part of the problem.) However, I believe there is an issue in how they are being handled currently.

It wasn't long ago that trash bags were in abundance on the server. They had a low time to respawn and there were many spawn locations scattered throughout the map. This was changed however as SC saw issue in the amount of materials that were being acquired and opted into removing many spawn locations, as well as increasing the time for bags to respawn by a wide margin.

This is part of a larger issue where there seems to be a fear that citizens and rebels having items will negatively impact the server, resulting in a big shift for the culture of Willard. We are now a loyalist/political roleplay server. All other avenues seem to receive minimal attention, Civil Protection and rebels alike. I'll expand on this in a different post.

The changes in rarity for trash bags have made acquiring materials into a painfully grindy process. You may find a lone trash bag here and there on RP throughout the city, but the rate at which you're going to be able to acquire materials is going to be ridiculously slow unless you choose to set aside roleplay in favor of mindless trash bag hoarding.

Now, you must become the strongest of loot goblins to acquire enough material to do anything with. You will develop a rotation around the city and try to memorize which bags respawn at what time and where. You will set aside roleplay in favor of grinding trash bags or you will suffer with no materials.

To resolve this grinding issue, I suggest that the amount of trash spawns be increased as well as their respawn times to be lowered. However, the cooldown in which you are not allowed to loot trash should kick in much faster (Like, 6-8 bags before a two hour cooldown). This will make it so that everyone has a fair opportunity to loot trash without needing to detract much from their own RP, it will discourage loot goblins from prioritizing the grind over roleplay, and I believe will ultimately help the server.
 
I noticed trashbags have a higher chance of giving you nothing lately too, I tried looting 5 trashbags yesterday and all 5 of them giving me nothing in a row

Same here, like 90% of the trashbags I loot gives nothing
 
The trashbags are not as useful as they used to be, nonetheless the old state everybody utilized loot containers, which were the main resource gaining type for all of the rebels, trashbags were for the beginning, which people stopped getting trashbags after making their first crowbar due to how hard it used to even get loot from them.

Nowadays, trashbags 80-90% don't even give you anything and you have to wait hours for them to reset again, which ridicules the rebel gameplay and makes the players bored and ensuring them to leave the server because not everybody wishes to get close to loyalism.
 
I will say a key factor that has me playing my CivPro character more than my civ is my dread for the trash grind.

It's not bad in itself, but as described above, you must grind in order to obtain a decent amount of material, on top of others also doing the same and snagging the few bags available to regular folk. (That doesn't include the protective gear you'll need if you want to loot anything outside of the city).

I remember dreading it back on i24 sometimes but back then you could balance your time for your own personal enjoyment while still progressing to some degree. Unfortunately, it's only worsened since then in terms of how much time it actually takes away from your roleplay when looking for these supplies.
 
This has been done. Respawn times lowered, 15 spawns to 30 spawns and cooldown is easier to kick in and lasts longer.
