Preliminary:
The Union Bureau of Credit (UBC) is one of the primary civilian departments within the Administration. Acting as a combination of a banking service, employment office and administrative support department. The UBC serves as the backbone of the City's economic and civilian infrastructure. This faction was in part inspired by the want to improve the V2 Ministry of Commerce and past servers iterations of banking and civil registry services to improve player-run economies and ensure greater RP potential and In-Character help for those lost on what to do for their character.
Unlike many factions you are familiar with- the UBC plays an semi-active role within the server's player-driven economy. Through the use of GOIs systems, CWU, Stores and many other aspects of the server- the economy is designed to be controlled by the players. Currency, employment, production and commercial activity are generated through player interaction rather than intervention from staff, making the UBC an important hub for economic roleplay.
The faction's primary responsibilities include managing citizen finances, adjusting and issuing wages were required, assisting businesses and other factions with economic matters, maintaining civil datafiles and records and supporting various administrative functions throughout the City such as providing economical breakdowns for the District Administration during key district meetings.
In practice, the UBC personnel spend much of their time interaction with citizens, businesses and district administration. This can range from resolving budget disputes, providing additional budgets or revoking such, resolve other economic issues and help organizations manage and maintain their workforce especially in cases a faction becomes burnt out to avoid a complete crippling of player economy. They also naturally help new players and existing players alike get into things to do for their characters in the first place.
Joining the UBC means you are expecting a role focused on record keeping, economic management, roleplay contributions and wanting to get more internal with District operations. Unlike most other factions, this faction does allow you to join the faction even if you already have an existing role. E.g. a CWU manager can also be a UBC associate without any conflicts of interest.
This is for a few key reasons.
- The UBC has no set activity requirements.
- Its duty is expected to not be something needed 24/7 and thus does not require members to focus or pay attention constantly, allowing members to step away without missing critical functions.
- The faction despite sounding large, is limited in scope and acts primarily as SUPPORT to server gameplay, economy and factions.
- Me, the leader, believes in giving members the freedom to choose whether UBC is something they want to play or not constantly without needing to forgo another faction on a character and split attention to 2 characters.
- There is a want to promote ideas of IC conflict, player to player battles and give way to corruption and sometimes that requires a bit more breathing room then some expect.
Faction Operations / Duty
The UBC has a variety of tasks to complete per its day to day, but it is important to note that not EVERY task is required to be completed by us. The Workers Union have their own Operational structure in place to perform some of the tasks we have. To remind from the previous section, this faction is first and foremost a Support and assistant faction for operational efficiency of various departments and functions of the server.
Wage Controls & Management - UBC + Independent factions/stores
While factions and stores control their own wages, it is the job of the UBC to ensure limits are being enforced and the economy is not being damaged by "overpaid" workforce within a Urban Centre. This part of the role essentially covers the monitoring of EVERYONE's wages, essentially there to make sure that District economy is intact by ensuring no wage is going to cause economic issues down the line.
Banking & Budgeting - UBC only
Part of UBC's regular duties is managing and maintaining the economy, faction budgets and more to ensure the economy is stable. This of course links in with its record keeping and its wage control systems.
This basically just means the UBC is capable of handing out loans, assisting CWU or CMU with requested imports and buy power and naturally they also handle the factional budgets via meetings with the managements of the respective departments.
Record keeping & auditing - UBC only
One core duty of the UBC is keeping track of the entire economy in a way that helps in Roleplay district meetings to give a rundown of how the Server economy is going from an IC POV. Part of this means gathering wage data, checking district income and outgoings, watching faction budgets and reporting how they are spent and generally just helping keep track of who and where has the districts money gone off to.
When we say audit, we don't mean pestering factions or store owners about their funds- we generally leave such action to the District Chairman and other player related positions to decide if any actions are to be taken in response to budgetary reporting. We just help audit where everything is coming in and out from as staff WILL NOT be helping the district regain lost funds.
Worker Registration - Optional, only when strictly required
This process is optional but is designed for a number of reasons. It is here to allow any player, both old and new, get their characters into work if they unsure what they wish to do. It partakes a small meeting/interview where you ask their character basic questions and get a rundown of what they prefer to do- thus allowing you to suggest what factions or roles they should aim for. You can also provide odd jobs on the spot if they are requesting additional funding.
This generally entails:
- Interview to establish characters full working history & backstory
- Assessing what work may suit them best
- Assigning small jobs to citizens or biotics akin to the CP workdesk
- Helping stores gain new employees
[WIP, going over UBC inter-function responsibilities regarding the factions and how it is designed to connect them all together to one big interconnected system.
Hierarchy of the UBC
The Hierarchy of the UBC is similar to other factions though its OOC position is more belonging to an Event-type position to be played rather than one held by the actual FL. UBC follows a combined OOC/IC lead system, just the lead only plays highest possible UBC role for the district and Management/Events play anything above that (Granted they know what they are doing).
Comptroller (Event/managerial position)
A figure external to the Cities administration sent by the Global banking organization from a unnamed city. They hold ultimate authority over the UBC and their purpose is to investigate and audit operating City banks to ensure city/district funds are performing to the expectations of the Civil Authority.
Chief Registrar (Faction Lead)
The local head of the UBC equal to that of other District leading figures. They head the UBC and are expected to attend meetings for the District (if able)
Branch Manager (Management)
All UBC branches have at least 1 or more managers employed at any one time depending on operational capacity and staff headcount. They approve new hires, hire new members themselves and now have unfiltered access to the economy, wages, rents, tax etc etc.
Inspector
Not a rank, but a title granted to Attendants worthy of the job. With this title, they perform the same as Attendants but now have expanded authority to inspect departments, stores, investigate fraud and embezzlement, cooperate with Civil protection to track and detain anyone stealing funds or stock for personal gain. They also can now interview new hires to the UBC.
This title also grants an PDA to check files on the fly.
Attendant
Low ranking position that focuses on the basic level duties of the UBC. They dont do too much as per the factions ideal of not treating the UBC as a full-time faction. More so just a optional role to perform alongside their standard duties. Attendants while working in the UBC building can overview district funds, faction budgets and can see basic economic activity.
Rules & Expectations
It is important to note that the UCB itself places no expectations on its workers. You are here to play and enjoy the game as a primary ROLEPLAY first faction. You are not needing to track eco 24/7, you are not there to babysit factions, not needing to stare at charts or something similar. Your primary goal is to be as free as you want to be, you can go On and Off duty freely. When off-duty, you are just like anyone else, roleplaying in the City, acting like the office worker after work doing some shopping, hanging out or even running your own side hustle of a business / working for one.
The one rule we do have is simply "Do not abuse the factions power" by this we simply mean that you cannot use your UBC card to cause catastrophic damage to the economy by pulling out items from the City stock and by draining the entire (or at least large chunks of the) city fund into your personal account, draining faction budgets to 0 at random and generally doing things without any real purpose nor cause.
You can be rogue and corrupt, but it should be kept to a level of sanity. There is a zero-tolerance policy for those stepping too far.
Lore - Summary
The Union Bureau of Credit was founded in 2005, shortly after the aftermath of the Seven Hour War and the first embers of the Combine occupation was laid out, made at the behest of the United Nations to ensure a familiar and global economic system existed for humanity in order to avoid extreme and unfiltered panic. With an economic system, people at least had something on hand that gave them some semblance of normality and has done great work in helping retain and calm a good chunk of the populace.
Initially, the UBC was a duct-taped together organisation made in a rush to establish some form of global economy now that old world funding meant nothing. WIP
