Ultima's bad faith report

While patrolling as my character, Roller-41, I spotted an citizen near a terminal within CZ from the catwalks behind the gate, wielding a pickaxe and damaging a terminal in what seemed like a destructive spree of termianls across the city. To scare them away, I stepped out, raised my revolver, and fired a few shots at the man's leg to get him to run away.
Moments later, Ultima's RL and another unit arrived from below, attempting to locate the source of the shots. I descended the elevator and explained the situation. Although I did not initially disclose that I shot from the other side of the gate, nearly 20 minutes later, Ultima's character called me for interrogation. Where during the poorly conducted questioning,

Ultima's character continuously asserted that I was in the catwalks, despite my truthful admission that yes I was, they insisted that I should not have been there, citing a paper left by rank leaders, unaware that I had crossed the gate. But this paper states you cannot be WITHIN PCS-3 while the catwalks ultima mentioned firstly and I did too was behind the gate, they mentioned me "Coming down the elevator" as their only proof of knowing I was up there yet this is just suspicion for they can't know where I came from to come down the elvator. The inconsistency in Ultima's character's accusations persisted, claiming I wore a black armband when it was orange. Even after presenting the correct armband and receiving support from other units, they changed their statement their suspicions seemed rooted in speculation rather than factual evidence, centering around my firing from above without knowledge of the precise location. To force me into a confession and amputate me, Ultima's character resorted to threatening me, promising sparing me if I revealed the truth.

Despite sticking to my story, I offered to show them the location of my shots, leading them to a different spot that still allowed visibility of the blood-stained terminal in wich you CAN shoot anyone standing before the terminal. At this point, Ultima abruptly executes my unit without proper RP, slaying my character and PKing me themselves through their staff powers. It became evident that Ultima's intention was to PK me and obtain IC information, resorting to coercion when such information wasn't provided. How did they know where I shot from?

Where did they get the information that I fired from where they were claiming I did, that being PCS-3. It seems like Ultima may have had OOC knowledge, deviating from fairness in this situation. Their pursuit of a PK and attempts to extract information through coercion cast doubt on their judgment, especially considering their position of power. Trust in such becomes challenging when faced with the blatant lack of information and possible misuse of power. The entire situation was enclosed and despite the support from another unit regarding my character's claims. Your character approached mine and jumped to the conclusion a PK or the threat of a PK was the only option in this situation, not NLR or anything.
Not only that but not far into the interrogation you jumped into a execution on the spot, ordering a unit to fire upon me. It's clear the objective from the start was killing my unit. Why was PKing my character the sole exit from this RP? Despite proven innocence you still went for the pk on your own accord.

Despite my character's innocence and the clear lack of information as to where my character fired from a PK was still pushed even after showing a valid position in wich my character was innocent and it was possible to hit someone in the Terminal.

It seems to be a running problem in some of the Rank Leads, (At least in my experience)
They appear to be wanting to pursue the largest and most damaging IC punishment be it a blackmark

: Which permanently railroads your character into no other progression besides death or the exceedingly rare removal of said blackmark which still railroads your character's dev to "Die by rebel" or "Die by RL" :

Or straight up pking your character instantly like they'd do a mingepuncher.

Like I can remember Ultima's RL pk'ing a Unit for being uninsured as quickly as possible. Like constantly moaning about 24 taking so long. Like, I wanted that guy to at least have a good rp moment when getting told he was going to die. But fuck, Ultima's RL was bitching at me for drawing out a Units deservicement: Which in my mind kills the nuance a situation like that could have and allowing a situation where a unit comes to terms with their demise. And not only then, Charging 24 for five times the amount for loosing the Units destroyed equipment. 100 creds for a suit and charged for 5.

Not to mention the IC complaint made to MCP equated to nothing. Since RLs are untouchable anyways.

Like isn't the IC criteria for RLs is supposed to be the units with the best leadership potential and paragons of Combine loyalty?
To segway onto that statement don't even get me started about 66. He's hilarious IC, but jesus christ manchildren should not be RLs.

Not to mention that his RL is cartoonishly evil and sadistic to the level that it makes Mengele look sane. But thats just personal preference.


The fact he amputated your character for legitimately doing their job is beyond fucking mindbending to me. But that's par for the course for 02, and Hiros' RL. 13. Both characters get hung up about the position, not the result. And persue the maximum punishment for what should be a 99 charge (If even that)

My case: Door was guarded from the inside but the 2 Throwaways were killed before they could do any damage
Yours: You were on the catwalks, but you curtailed a man with a weapon from destroying Combine Property.

I agree that your PK was absolute malicious BS.
 
I think Taliazure is in the right here.

We are in a narrative arc that was designed to give cops a little bit of freedom and autonomy. This was all taken away by the faction's leadership and management. Despite the decisions that the managers/leadership made. The note for the lethality of misconduct by entering PCS-3 is pretty well vocalized, most cops know about it, and talk about it, although it doesn't seem like the right decision in my opinion.

With what they have decided now, the facts are clear. That catwalk that leads to CPRD is not considered PCS-3 until they are past the threshold of the checkpoint. You aren't able to PK off premonition and lack of evidence. This is something that was done to me as well on one of my characters a few months back by Ultima, but was permitted because it was done on an event server. Regardless of how dog water the story is; it does suck to be on the receiving end. Even with that in hindsight, you have to understand that there are situations where cops radios over TAC-3 are not even functioning properly. It shouldn't be viewed maliciously that a Cop takes the initiative to stop capital mal-compliance which Taliazure was attempting in their line of duty.

Personally, I think they should've given a black mark for the reckless operation, and given some rank points for taking initiative. That would've been badass. It doesn't make sense that we're not prosecuting Biotics or Citizens with the equivalent, but the jump made for a unit is straight death. If they can confirm that lying and obstructing protection were valid, then an in-character punishment could've been presented rather than just killing them.

Moving into the OOC portion of this, it's clear that this appears to be more of OOC targetting rather than what I would assume should have led to something that needed to be handled by more than a singular person along with faction management with the concerns of what they mentioned in LOOC.

As the resident bad faith expert of Willard Networks, and as a witness of this situation, I can confidently say there is a problem with some rank leaders. We are ultimately talking about a unit being PKed and deserviced for either (A) the RL not understanding the difference between a catwalk and the PCS-3 street, or (B) the RL understanding it, and defaulting to the absolute maximum punishment out of spite. I was suggesting that 41 receive a blackmark in this situation from an insubordination standpoint, but the RL was zeroed in on killing 41 even from early on with seemingly no room to budge.

Why do we have a whole slew of punishments available, all of which have the potential to create RP, if deservicement is the current default? Why is a blackmark or a demotion not an option? I think people in faction management positions should be more or less mandated to be seeking out these RP-generating, non-lethal solutions to minor offenses unless there are extenuating circumstances with the character.

The command unit handbook says that deservicement is meant to be approved by a "majority of Rank Leaders," yet in this instance (and most in general) it's just a single RL unilaterally executing someone with zero other input. This is without even considering what Talia posted; at the time I was a bit confused on 41's story as it was explained IC and supported a moderate punishment, but in retrospect it seems like the RL actively made stuff up just to kill this unit. I don't know if they have prior history or anything, but if not, it seemed extreme at best and very unfair.

Also, we were all typing as 41 was attempting to explain their side when the RL just raised an M16 and emptied a whole magazine into their back. I think it was pretty disrespectful, especially since 41 had no weapon, wasn't resisting and was just RPing.

Makes me wonder what happened to the old RL council meetings. On C24_v3 we used to have them just gather each week to speak on special matters. Does this not happen anymore?

It does show ultima supposedly using observer to gain IC knowledge, so I'd assume it is a report for abuse. (Just pointing it out, not saying who did what as I wasn't involved)

If I knew that you would have your character literally destroyed because I killed you in that sweep...That's awful dude.

@Astro To sum up, Talia's argument is that Ultima used his admin powers to use observer and find out that Talia was lying on where he had shot (which he seems to prove with a screenshot), and that he pk'd him himself with his admin powers. Therefore it is an admin abuse report.
 
I have to completely agree with justwats here. This arc was designed for law and day to day operations to completely break down and force people to improvise. For the rest of the server, this is so-so - but cops? Christ, where do you even begin? Any chance at having a unique roleplay scenario was scrapped by the leadership deciding to place restrictions and act like nothing is happening. TAC-3 down? Don't worry, we have makeshift radios that have infinite range and are capable of working through the mist that destroyed every other radio. Oh, and don't even think about going to the area where there's the most action and opportunity for a unique roleplay - otherwise you'll get PK'd for being near it. Don't like it? Suck it up, bub.

Imagine...IMAGINE...having to send your lowest rank back to the nexus to relay messages to command because radios are down.
They just treat these systems like they're bugged or something oocly and suck the fun out of everything.

I agree with you guys on some of this, but this isn't the time or place to complain about the decisions of civpro faction leadership. If you wish to have a discussion about it, go make a thread here. I'm not dismissing your criticism, but at the same time I would like to keep this thread focused.

Expanding on this just a bit more, I really do encourage you guys make a thread if you wanna express concerns and critiques about how I, Ozz, or faction management may be misstepping. We wanted to give the Rank Leads a bit more autonomy and power to handle this arc, as before they’d rely solely on cross checking with Captaincy whenever they wanted to do something, which we simply cannot do without going crazy.

How many complaints does it have to take for action to be taken against someone? There's clear OOC motive and bad faith in this considering:

I want to add onto this complaint that I've been continously targeted by this person to the point where the Server Director had to step in and tell them to block me, which is crazy considering the power gap between me (a player) and ultima (an admin). There's clear bad faith in the actions of this person and considering this is the 700th complaint against them I think it's time harsher actions have to be taken.

Hi. While this report is being investigated, I’d like to remind everyone to remain respectful to each other regardless of how you may feel.

There is no point attacking each other or starting rumours, and if you do, I’ll happily ban you from the forums. It’s just clogging up the thread and detracting from what actually matters. I do not care what x person did to y person 3 weeks ago, I only care what is actually important to the thread.

So unless you have anything actually relevant to what the report is about, don’t comment.
