Unarmed opponents shouldn't be able to participate in S2K votes

Pretty simple. In a TBC encounter, those who do not have a weapon equipped should not be able to participate in S2K votes. This is to prevent the problem of citizens voting S2K because they are bored and want to be able to move and fucking over rebels who are relying on TBC to escape. Since unarmed opponents usually have no stake in the fight - it seems fitting that they shouldn't be able to have an effect large enough to change the outcome for no effort whatsoever.
