Orwell, like a fanatic, continued to spew propaganda about his regime as well the incoming threat that was City 13. Most considered his word as nothing but nonsense, speech that was riddled with madness and conspiracy, creating paranoia among the populace for his own political gain. Though Orwell's regime could be considered more of a dictatorship, nobody defied his law, his word, his power, but a select few began to doubt his position, began to doubt whether or not this man would be suitable to not only run the city, but also keep everyone safe.

Rajko Karavidić, an illustrious member of the collaborators party, and general secretary to the Security council. In his own little way, the Security council was his own personal regime, while the cities was Orwell's.

Another prominent figure to the collaborators party and security council were the French republican Guard, a binder that were subject to, on more than one occasion, Orwell's wraith. Re-education, intense screening processing, and discouragement were just a few things Orwell threw their way in an attempt to dissuade their political career. The French Republican Guard's stance on Orwellian policies were weak to say the least, offering just enough resistance to show their defiance to the madman, but not enough to warrant serious action.

But under Orwell's nose the French Republican Guard and Rajko Karavidić were plotting something deceitful, a plot that would go on to shock the city and turn Orwell into nothing but a mumbling moronic fool. Rajko Karavidić plotted to push his name forwards in the upcoming City Administrator elections, an act that, if done without support, would not only end up being his downfall, but also death. With the French Republican Guard at his side, he persevered, pushing his own name, and agenda in the elections, undermining, slandering, and defaming Orwell in the process, all in hopes it would garner him enough support to be elected. It was risky, and though at first the crowd did express concern and confusion to Rajko's obvious defiance to the Ministry, it wasn't long before they all stood with Rajko, side by side in the Security council hall.

The security council burst into a mixture of insults and cheering, relationships being broken, and shoes being thrown, the room was heated, but as the moments passed by, the Overwatch soldiers intervened, officially classing Rajko as the City's administrator. Him and his supporters erupted into cheering, applauding Rajko's and his ascent to power. As the meeting concluded, Rajko was shuffled through the upper floors of the Nexus, finalising the process to begin the City administrator.

Rajko Karavidić, grateful for the French Republican Guards assistance in his ascent to power, offered their political head a position as his right hand man, and Vice Administrator of the city. René Chevalier and Rajko Karavidić had both ascended to an unprecedented amount of power in just a few months, leaving Orwell in their shadow while the two continued to succeed.

As the days have gone on, and Orwell lay defeated, various French citizens were shuffled into the city, slowly replacing the populace of 24. Even though most still consider him a madman, people have begun to wonder if Orwell was right all along.
