Dispute in DB-0 Involving alleged bomb threat

Findings:​

Report was made by 66433 that a person in the ration center was accusing him of wearing a bomb and assaulting him. Upon arrival several subjects were instructed to get on the wall. All complied, the trouble source was deemed to be Gong Fang - 81774 and Heinrich Dieter 66433 - One Subject ran from the lineup, I was short handed at the time and did not pursue.

Gong Fang accused Heinrich Dieter of having an explosive device, the two were searched on scene and brought in for question, no bomb residue testing was positive, all hear say. The video had been pulled from the ration center during the incident, revealing this audio:

Accountant Fang stumbled back into the ration terminal, his hands sticking out. Accountant Fang says "B- Bomb!" Coffinbeast The Greedy folded their arms, stepping in-between Fang and the man, his palm outstretched as he attempted to forcibly shove him back, attempting to distance the gap between him and the employer. Grating his teeth, he formed a rectangular shape with his body mass, clearly intimidated by the man's rigid ground. Beginning to speak, he attempted to yell for help. It was interesting that Mr. Fang has been determined to be of some sort of "Head of Commerce Assistant" however, he has a black armband and only 60 social credits, his file should be reviewed by management.

66433 was released to general population without incident, upon further investigation, 81774 had been found to be the person mentioning the bomb, asking absured questions, and causing the disturbance. He talks of his "Employees", the men surrounding him were not very behaved. Mr. Fang should be watched carefully in the future.

Outcomes:
Both Subjects were released into general pop. None of the actual aggressors alleged of casuing the assault had been detained, so neither were charged, Mr. Fang has been informed that he is being monitored closely. All units should express caution around this individual, as he posses the ability to rally the stupid to do his dirty work.

Findings:

Subject Xiao Chen-Ning - 32607 claims that Loyalist Collaborator Charlotte McMadison CID 94674 is working on conspiracy with rogue biotics. This is following a recent attack that occured during a workshift while Xiao was supervising and two officers were injured. Charloote McMadison should be supervised and watched carefully over the coming days, and questioned about her where-abouts and involvements within the city.

Xiao Chen-Ning says "Quite some time ago - I would say perhaps two weeks ago? A vortigaunt attacked a work shift, and nearly killed two units. I dragged them back from the fight, and made sure to keep an eye on all vortigaunts I saw. The vortigaunt was the common type; 6'0", olive skin, red eyes-- However that report has already been made, I have come with some new information."

Xiao Chen-Ning says "I spoke with one 'Charlotte McMadison' about this situation, and asked her to help me keep an eye out on a certain biotic I thought was the one who attacked us.. I depicted them as wearing a green boonie, and a pair of bags... Officers told me that there was a possibility of fake shackles, which I agreed with the theory."

Xiao Chen-Ning says "Recently I asked McMadison about it, as the vortigaunt remains distant from me - It knows that *I know* about its suspicious behavior; it nearly outright told me that it was the one who did it..."

Xiao Chen-Ning says "McMadison was approached by an official from the Ministry of Civil Protection prior to me speaking to her. I asked her to keep track of it as it would purposefully evade me. She obliged at the time. However when I asked her about it, she seemed distant... She thought *I* was a member of the Ministry of Civil Protection. She called the M-C-P 'crazy', and said she wanted nothing to do with them. Immediately after I asked her about this, she ran to the slums where I saw a vortigaunt with her not shortly after."

Xiao Chen-Ning says "Down an alley, into the slums. A so-called 'tier three' collaborator running away from somebody who she thought was MCP, calling them crazy, all the while refusing the encounter ever happened."

Xiao Chen-Ning says "I have watched both Charlotte and vortigaunts of a similar description. They all bear a close appearance, so it has been difficult, but I have noticed a behavior pattern as well."

Xiao Chen-Ning says "I believe Charlotte McMadison is in cahoots with this rogue biotic."

Xiao Chen-Ning says "She is scared at the mention of the M-C-P, and often frequents the slums; similar to this vortigaunt who spoke of an attack in *first person* as if he were there... The same vortigaunt who ran off at first sight of a request device."

Findings:

This document will serve as a basic summary based on the facts and evidence collected during a case involving Kirill Zapada, who shot and injured a Civil Protection Officer in the line of duty, also highlighting Sophie Voronov's involvement as an accomplice and lure.

Kirill was captured doing a construction zone sweep, among the other subjects captured was Sophia Voronov, who I had the duty of interviewing on this case. Sophia was found on scene of the accident, stating that she was on the rooftop of the construction zone when an officer arrived via ladder, and instructed her to move into arrest position for detainment. Sophia was never armed. Shortly after, a man appeared, believed to be Kirill Zapada, who was armed, and shot at the officer. In the retaliation, Kirill succumbed to gun shot wounds to the body. He was medically treated for these injuries.

Sophia played an innocent facade as I arrived on the scene, I took her into custody and moved her to a discreet location to question her involvement. As the facts started to come out, her alibi didn't match up, she stated she was out in the CZ looking for trash, but was found to have no trash or materials on her at the time of capture. She had several bags on her, all of which were empty. I suspect she has stashes either in the construction zone or some forbidden area, potentially filled with firearms or other contraband.

Before I managed to get Sophia out of the construction zone, and keep in mind, this girl is injured, the last person I saw was a Black Male, wearing a green shirt, a beanie cap, with a black backpack, fleeing into the storm sewers, I was unable to pursue him in threat of losing my current subject.

Kirill was asked about subjects matching this description and the only thing we were able to come up with, without killing him, was "Tyrone, which is an overweight black male with a severe speech impediment, that lives in the slums," and "Jason" who runs the bar in the slums. I suspect him to be withholding this information to protect his friends on the outside, but the described males could help locate the third alleged conspirer.

Questioning came further, to which I picked up that Sophia's native language is Russian, she spoke Russian, in a cross reference with 99, the Kirill, also spoke Russian. Beyond the evidence of their similar clothing, and close proximity, this was yet another element to tie them together.

I knew the two had been working together. Sophia was held in our jailing system while the investigation took shape. Kirill confirmed Sophia's involvement in the ruse per his testimony. Upon the two entering proximity of each other, Sophia spat on Kirill and showed major disgust towards him for all the details he had provided. While Kirill begged for her to be saved.

To extract intel, the units involved in the cross interrogation committed to a mock execution of Sophia, Kirills reaction to this was irate. He went berserk and attacked me inside the cell. He had been subdued by the use of the Electro-Shock Baton. Other units assisted me in subduing Kirill.

At the time of the release of this document. Zapada and Voronov are held in prisoned in the SJ holding cells Kirill is suspected to be involved directly with anti-citizen organizations, as he described his handlers as "People who wear masks like ours" which eludes to stolen combine equipment. Sophia, who is also known as "Sophie the Slummer" is also suspected of having more information on a larger anti-citizen organization. The investigation is on-going and more details will arise shortly.

The crimes involved are definitely of organized intent, and the connections between Kirill, and Sophia, can probably be tied to other incidents related to this caliber, cross reference should be heavily considered.
