INFORMATION
Founded in 2012 by Hans 'Burke' Arskantop and Hajime Hirota within Tokyo, 'United' stands as a resistance group that means resistance. They work within most areas in the world, mostly eastern and central Europe, North America, and Japan.
From an IC standpoint, they are there to actively fight against the Combine; OOCly it allows for a streamlined way to easily do Action and PassiveRP.
CRIMES AND LAWS
All members of United and those who reside within its territory are to be subject to these laws. These laws are not to oppress but are for the protection of all and to maintain a civilized society. United will be using a system of ‘common law’.
Laws will be categorized by severity, from the most heinous crimes categorized down to the pettiest.
Anyone committing a felony crime is to be jailed, any items they may have to be stored away in a secure location until punishment is decided. (OOCly kept on the player, in-character in a locker, etc.) with the United Council to decide a punishment for the individual.
Petty crimes are offenses that are not deemed extreme in nature, those holding ‘Authority’ status are to deal with these independently, with guidance from the Head Authority. Reasonable punishments are to be implemented by the Authority regarding the severity of the petty crime.
Each crime will be handled on a case by case basis. Misdemeanor crimes can/will never result in death or be exiled.
FELONY CRIMES
Murder - the killing of another, not in self-defense.
Extortion - taking payment from businesses under threat of violence.
Robbery/Mugging - Taking another's property by force
Battery - extreme physical abuse that results in major bodily harm.
Treason - actively aiding the Union and its establishments, be it through activities or declaring open support for the Combine.
Sexual Assault - harassment, barring rape
PETTY/MISDEMEANOUR CRIMES
Larceny - Non-violent/breaking and entering thievery
Scamming - taking payment in exchange for a service and refusing to provide the product or service paid for.
Assault - scuffles, nothing too serious.
Breach of the peace - instigating conflict that is otherwise unneeded.
(Note, not all crimes are listed due to the absurd amount of laws that would need to be added, ergo when in doubt, follow common law.)
FERRYING REGULATIONS
When entering into territory under control of United you automatically submit to the rules and regulations outlined by United. While in United. you are expected to act in a civil, virtuous manner and abide by the common law outlined above. Failure to conform, or instigating conflict will result in banishment from United territories and further penalizations if necessary.
You are expected to comply with any questions the guard may ask you at the border and may be subjected to a search at the wall. This is mandatory.
AUTHORITIES
The Authority is a volunteered job given to any United member that wishes to guard the group against attacks or be a policing force. They are usually the ones that roam and protect the underground or slums, and they are always there to assist in whatever comes your way. Rewards are chips, given to you if you do your job. If you wish to join the authority, talk to a Head Authority about joining.
UNITED COUNCIL
The United Council is a system similar to that of a court. Five Head Authority members will be the judges. They are there to judge people who messed up based on their crimes and give out the verdict afterward. If you commit any of the crimes listed above you are legally obliged to a meeting with the United Council with someone to defend you for any of your crimes.
You do not need to join OOCly. Roaming United members (most likely the Authority) are usually around and you can approach them IC about joining.
