Bug /UnitRadio doesn't work for Dispatchers

1. Bug: /UnitRadio just does not work. The Dispatcher doesn't see what they typed, and the unit doesn't receive anything besides a script error.
2. Description: Hop onto Dispatch and try to send a message to a specific unit through /UnitRadio.
