INSTITUTE OF REHABILITATION
REPROCESSING FACILITY-3
DESCRIPTION
Said to be the biggest and largest reprocessing facility to date, Facility-3 is a huge compound guarded by nothing but Overwatch Transhuman Arm prison guards, most of which being shotgunners due to the tight close quarters coming from the small hallways of the facility to deter escape. Outside of the compound lies several checkpoints and gates to impede escapees or potential trespassers, along with the traditional barbed wire applied on some of the old brick walls that couldn’t be replaced. Indoors, there are several different areas including the lobby, processing, control rooms, canteen, yard, and the cells.REPROCESSING FACILITY-3
DESCRIPTION
The lobby contains the processing area, of which new inmates have their fingerprints and facial recognition scanned and placed into a database containing all current, ex, and escaped prisoners belonging to Facility-3 only. The control room is where most of the Grunt ranks are placed, tasked with simply reviewing surveillance cameras and reporting any suspicious activity to all available guards. Deeper into the compound is where the prisoners are placed, where they’ll able to eat in the large canteen, do workshifts in the yard, and roam or sleep in the prison cells.
The facility houses over 551 inmates, all of which being former rebels, anti-citizens, or even civilians who had been convicted of crimes they didn’t even commit. Because of the overly cautious and protective nature of the Overwatch, gangs or general violence in the facility is completely null. Even the slightest form of conspiracy could result in you being dropped in the hole, or maybe even executed.
THE INSTITUTE OF REPROCESSING
The overarching organization that towers over every reprocessing facility in the planet, their main goal is to oversee and maintain the large variety of prisons, labor camps, etc. Before the Combine took over, they were formerly known as the American Federal Bureau of Prisons before being branded to the Institute of Reprocessing after the Seven Hour War. At first, they were led by Overwatch Forces themselves, mainly consisting of Administrators and OTA soldiers. However, as time grew by, it would be entirely ran by human administrators protected by Overwatch Prison Detail (O.P.D), new branch of the OTA designed specifically for prison management and protection, an example of their presence being Nova Prospekt.Currently, the Institute of Reprocessing is owned by Vlad Kozlov, a Russian-American male who was a former administrator in the Federal Bureau of Prisons.
DATA LOGS
The following is a list of archived data logs. They are only viewable by IOR Administration and OPD guards.AUTHOR: Technician Pete D.

DETAILS: Did a routine checkup at the cell block while all of the inmates were at lunch. Everything was going according to the schedule, like it was supposed to. Then I found one of the prisoners had something they weren’t supposed to. Some kinda toothbrush, but it looks weird. Handed it off to O.P.D, never heard of the guy ever again. May need to find this poor guy a new cell mate.

DETAILS: The prisoners are starting to get uppity again. They really think they can try to get out of this place. Bunch of crazy lunatics… Gonna send my report over to OPD so they can get it processed and start running through some shakedowns. Don’t wanna get stabbed while doing a routine cell check.
