City 47, better known as Hamburg, was the last outpost of the Bundeswehr. Here they fight to the bitter end. The Bundeswehr fought here long after the world had given up against the Combine. Most of Hamburg's infrastructure and historic buildings were destroyed during the war. The harbor of Hamburg, however, was mostly spared in the 7 Hours War, as the Combine saw a great opportunity to use the 1/4 of the city as a supply depot for important resources. The port of Hamburg had become an important strategic and logistical point for the Combine, where several large warehouses were built, and trains from the Hamburg train yard could deliver goods to other cities. The city of Hamburg itself was another large city that the Combine had to capture and rebuild. The diligent enslaved German workers from the civilian population worked quickly and efficiently to rebuild the necessary infrastructure for the Combine. The Combine saw the German discipline as well as the ambition to rebuild their city as well as their nation. Slowly but surely, the city changed from a small Combine outpost with forced laborers to a small city, and more and more people were sent through the rebuilt Hamburg Trainyard.
The city was divided into four areas, and the first was located in the center of Hamburg, where the old Hamburg City Hall was located. This area was chosen as the main residence of the city administration. Here important buildings were built for the city administration and a new Parlament for the Legislative Assembly. In the 2nd area, a little further out, in Hamburg city, several apartment blocks were built for citizens. These facilities currently offer no luxury for citizens and have only minimal items in the rooms. The 3rd area that was split was the Hamburger port which held strategic and logistical importance for the City Administration and the Combine. The 4th area that was split had been given to Overwatch Forces, and no one knew what they were up to in their area. Some rumors indicated that there is a secret Facility somewhere in that area, producing a new kind of Transhuman Arm Legion but who knows?

Dr. Jens Blankenburg is a German male in his mid-50s, a man with the future in mind. His overall responsibility as a City Administrator is to keep the city in check from time to time. However, due to the healthy behavior of its residents, there's not necessarily a reason for him to get himself into certain situations. The only time he's necessarily needed is for paperwork, annual speeches, broadcasts, the usual. His overall history leading up to his position as the City Administrator is ultimately unknown. Most of his information is either redacted or expunged from the city-wide database, the only people capable of viewing his files being the OCIN. Due to his casual approach to overseeing the city, he's rarely seen outside of the City Nexus, and it's practically a miracle seeing him outside of his office from time to time. The only time civilians see him properly is through propaganda posters and broadcasts.
