vehicle key fob items

[Candle]

a carryover from nebulous- they had key fob items that were bound to vehicles that let you spawn them. worked for stuff like apcs, prisoner transports, other lmv vehicles for the cwu, so on. abusable, but there can be rules put up for them

Vehicles are rarely used + CT/Admins can spawn them in on request for the CWU/CPs / etc
