I think the lore is that the Combine forces on Earth really are just a token force.
If real armies got swept aside in 7 hours, if the real Combine come knocking again it won't even last 7 minutes like Eli said.
If Breen were to phone the homeworld (Or any "Forward deployed" Combine force) it'd all be over before Bernard "Joe Biden" Mulligan can take a walk to the CMU.
Though my headcannon is, if Breen does that he loses control of Earth because clearly he cannot manage it.

It's well known and accepted canon that the forces on earth are merely an occupation force, Whereas the Invasion force was recalled around the post war 6 month mark, And in our lore that's when MAA Was established, Followed by CP's then OTA In 2007

And if Breen calls in the Combine hes basically forfeiting his reign over earth to them which is like the equivalent to losing a prison riot in prison architect only to have the army called in and your ass to be fired. All and all Breen has the least to lose from earth falling, He fails the combine go in mop up wipe out any and all resistance he becomes an advisor as we found out through epstile-3 and the Overwatch forces are snatched up and deployed in future invasions for the combine invading other worlds.
