Vort Update - Additional Commands

Hello, I have noticed a lack of commands that CPs can use and it is making our job harder.

So I suggest the following:

Add these commands

/checkcollar *ID* - This information should print the number of SCs they have, tier, and nullification status

/vortsetstatus *status* - Gives you the option to set the status of biotics from the following options: MALIGNANT, NON-CONFORMITIVE, DOCILE, CONFORMITIVE, COLLABORATIVE, GRAND COLLABORATOR

/vortsetnullification *status* - pretty much allows you to set the note of the biotic to either be nullified or not (Yes/No) option

These are just quality-of-life commands that should replace the missing CID feature.

I'd also like to add something of my own. Not necessarily commands.

I suggest giving CWU the ability to also use the /addvortsc command, this should clear up any confusion on wether or not they've attended a workshift.

There's no need for this command for cwu since the vorts sign in to the terminal for the workshift. Unless this update broke the terminal for them

That it did indeed, had one vort complain to me about it already

You need an ID card to sign in, so vorts without those cant sign into terminals for rewards.

This update also broke rations for us, as I had a fellow vort say that their ration timer is also stuck at exactly two hours
